Research On The Implementation Of Innovation And Entrepreneurship Policy For College Students In Baotou

Since the implementation of the enrollment expansion policy in Chinese universities,the number of graduates has increased year by year,and the employment pressure has intensified and the situation has deteriorated.In order to promote college students’ innovation and entrepreneurship,local governments,provinces,municipalities and autonomous regions have successively issued and implemented a series of supporting policies related to innovation and entrepreneurship,such as education and training,financing and taxation,and setting up incubators,which provide a strong policy guarantee for college students to start their own businesses.Baotou is an important birthplace,gathering place and commanding height of innovation and entrepreneurship in Inner Mongolia.A series of policies have also been introduced.It provides policy guarantee for college students’ innovation and entrepreneurship.However,there are still a series of problems in the implementation process of these policies,such as relatively macro aspects,low operability,and poor coordination among the implementing agencies,resulting in the failure to form a social support system for college students’ innovation and entrepreneurship,which hinders college students’ entrepreneurial behavior.Therefore,it is necessary to explore and implement the supporting policies for college students’ innovation and entrepreneurship.Based on the literature review and the four elements of Smith’s policy implementation process and their mutual relations,Focusing on the main line of implementing the innovation and entrepreneurship policy of college students in Baotou,Investigating and analyzing along the four elements of Smith model,This thesis analyzes the current situation of the implementation of the innovation and entrepreneurship policy for college students in Baotou,and points out that there are some problems,such as the deviation of policy objectives,misinterpretation of content,weak financial support and operability of the policy,lack of coordination and cooperation among the policy implementers,and insufficient entrepreneurial awareness and practice of the target population.Combined with the results of questionnaires and interviews,this thesis analyzes the root causes of the problems,and concludes that the policy content lacks pertinence and scientificity,the main body of policy implementation lacks organization,the lack of professional college students’ overall entrepreneurship education,and the limitations of market economy and traditional concepts.Based on the above situation,in order to gradually promote the innovation and entrepreneurship of college students in Baotou,this thesis combines the theory and practice of Smith’s policy implementation process model.Finally,it is proposed to improve the content of college students’ dual-innovation support policies,improve the implementation effectiveness of policy implementers,broaden the implementation path of policy implementation target groups,form a good atmosphere optimization strategy conducive to policy implementation,and give full play to the role of Baotou college students’ innovation and entrepreneurship support policies to promote college students’ innovation and entrepreneurship.
