In recent years,with the ideological guidance of the "Report of the Twentieth National Congress of the Communist Party of China" and the policy drive of the "No.1central document",the leisure tourism industry has been given new impetus,and with more innovative development concepts,deeper industrial integration has entered the popular vision.In this context,the innovative industry integration development model of "e-commerce+farmhouse entertainment" leisure tourism has emerged and achieved significant development.It has become a powerful tool for the government to create emerging rural areas,tap resource potential,strive for distinctive brands,and promote economic growth.It has also become a means for the government to promote regional characteristic culture,achieve rural industry revitalization,talent revitalization,cultural revitalization,ecological revitalization,and organizational revitalization.How the government can better fulfill its functions in promoting industrial development is particularly crucial.This thesis selects the performance of government functions in the development of "e-commerce+agritainment" leisure tourism in Goumen Town,Tumote Right Banner,as the research object,uses research methods such as field research,literature analysis,inductive analysis,and is supported by the new public management theory and industrial integration theory.Through collecting the public information and data of Goumen Town government,this thesis investigates the actual operation of the industry and the performance of government functions,and combines interview records with relevant personnel,Analysis shows that the government of Goumen Town has achieved outstanding results in promoting the comprehensive development of the industry by strengthening planning decision-making,strengthening fund coordination,optimizing the quality of public products and services,and improving organizational management.However,in the process of fulfilling job responsibilities,there have been issues such as overall planning decisions that cannot meet development needs,limited financial support capabilities,insufficient supply of public goods and services,and poor organizational support.The main reasons are a lack of research and research in planning decision-making,a single channel for fundraising,low levels of public services and management,and inadequate organizational guarantee mechanisms.Finally,based on the causes of the problem,combined with basic theories and interview records,and extensive literature review,it is proposed that the government of Goumen Town can further optimize the performance of its functions by formulating scientific planning decisions,expanding funding channels,improving public services and management levels,and strengthening the construction of organizational guarantee mechanisms,in order to provide some ideas for the government of Goumen Town to better leverage its functional advantages,And provide certain reference for the development of similar or related industries in other regions.
