Study On The Governmental Functions In The All-for-one Tourism Development Of Q County

As China’s economic development has entered a new normal,modern service industry is developing increasingly prosperous,and tourism,as a "Strategic pillar industry of the national economy" and a "modern service industry that the people are more satisfied with",has been further developed.As a new business form and new mode of tourism development,whole-region tourism is a new development mode of county economy in accordance with the concept of "innovation,coordination,green,open and sharing",which has received widespread attention and support from governments at all levels.In order to develop all-region tourism,it’s important to achieve industrial collaboration,as well as the efficient allocation of social resource,and relevant departments should work together.Therefore,in the process of developing global tourism,what roles the government should play has become an urgent problem to be solved.This paper takes the one-region tourism development of Q county as the research object,according to the new public service theory,public governance theory and industrial convergence,combined with the actual situation of the Q county,comprehensively uses the semi-structured interview method and participatory observation method to analyze how the government of Q county guides the development of the local whole area tourism and what roles of government have been played in the development process.Through reference,it is found that the government of Q County has mainly done four aspects to develop region-wide tourism,such as formulating development plans,creating business environment,providing public services and strengthening publicity and guidance,which not only promotes economic development,but also improves people’s livelihood.Through the semi-structured interviews and participatory observation method,the author found that the functions of Q county government still had the following problems:the government ignores the regulation of tourism economy,the resources are not organically integrated,and the industrial structure is relatively single;The business environment needs to be improved,the efforts to streamline administration and delegate power are insufficient,the market supervision is not perfect;The public facilities layout is not complete,infrastructure construction is not balanced,the application of information technology is insufficient.Analysis of the reasons mainly lie in the following points:first,the development plan formulated by the government is not scientific,there is lag in the development plan,the development plan lacks local characteristics;Second,the system and mechanism are not perfect,the deepening of reform is not enough,and the multi-governance pattern of tourism market supervision has not been formed.Third,the supply of public services is insufficient,the government fails to achieve delicacy management,the supply of public services is unitary;Fourth,human resources support is insufficient,professional quality needs to be improved,and subjective initiative is insufficient.Therefore,the author puts forward the development path of government function optimization in Q county in the whole region tourism development,such as,formulating tourism development plans in a scientific way,formulating market-oriented plans,paying attention to industrial integration and exploring brand characteristics;To improve the system and mechanism management,deepen reform to delegate power,improving regulation and provide services,and accelerating the formation of a diversified governance pattern of tourism market regulation;Improving the level of public service supply,actively providing public services,and forming a pattern of multi-subject participation in public service supply;Strengthening the construction of talent team,enhancing the professional level of talent team,creating a good atmosphere for entrepreneurship.Generally speaking,it is the general trend of the basic change of government function transformation to provide institutional guarantee,strengthen public service and straighten out the relationship with other subjects.Behind it is the goal orientation of building a service-oriented government and realizing the modernization of national governance system.County Q is one of the counties along the Yellow River in Shandong Province.We explore the functions of government in the development of all-region tourism,sort out the theoretical research progress of the county in concrete practice,and try to form some theoretical research which is universal to the development of region-wide tourism from the county perspective.To some extent,it can provide model experience about high-quality development for those counties,which are located along the urban area of the Yellow River.
