A Research On The Construction Of Prison Security Informatization In Zhejiang Province

As a national penalty organ,prison is a centralized place to punish and reform criminals and plays an indispensable role in stabilizing social development.Promoting the informatization construction of prisons is conducive to giving full play to their own functions.In 2010,the National Prison Informatization Construction Plan issued by China clearly pointed out that promoting the construction of prison informatization is an important task to be completed at present.This paper takes W Prison in Zhejiang Province as an example to discuss the informatization construction of prison security in Zhejiang Province,aiming to propose improvement countermeasures based on in-depth analysis and demonstration,so as to improve the level of informatization construction of prison security in Zhejiang Province,and at the same time provide useful experience for promoting the construction of intelligent security in prisons nationwide.Guided by the theory of holistic governance,using the methods of literature research,case analysis,questionnaire survey and interview,this paper focuses on the typical analysis of W Prison on the basis of a general introduction to the current situation of prison security information construction in Zhejiang Province.It points out that although W Prison has made some achievements in security information construction,there are still the following shortcomings: security information construction has some randomness The security information system presents a certain fragmented state,the role of security information facilities and equipment is limited,and the prison guards’ ability to skillfully operate and use security information facilities and equipment is insufficient;The reasons for these problems are: the construction of the prison security information system is backward,the integration between levels,departments and functions is not high,the prison security information pays more attention to construction than application,and the physical defense and technical defense are not highly integrated with the civil defense.The author believes that in order to smoothly promote the construction of prison security information in Zhejiang Province,the following countermeasures should be taken: First,correct the understanding of prison security information construction:establish the concept of paying more attention to the construction effect in the construction process,and strengthen the awareness of the overall promotion of prison security information construction;Second,improve the system of prison security information construction: issue local regulations on prison security information construction,and formulate relevant implementation rules for each prison;Third,promote the integration of various aspects of security information in prisons: reform and adjust the organizational system,unify the construction standards of security information in prisons,and realize the exchange and sharing of security information in prisons;Fourth,timely update the technical equipment: build a security integrated comprehensive management platform,equip the prison command center with an intelligent dispatching system,and achieve full coverage of the prison security intelligent monitoring equipment network;Fifth,give full play to the subjective initiative of people: highlight the core subject role of people,and properly use the rational power of the third party in society.
