The Research Of Community Residents Participation In "Co-construction And Co-governance And Sharing" A Civilized City

“National Civilized City” is the most valuable city brand in China.Community,which undertakes a huge task and pressure in building a civilized city,is the “last mile”in bidding for the title of’ “National Civilized City”.The degree of community residents participation in building a civilized city have a decisive impact on the final results.In this paper,we will take the community residents’ committees,community social organizations,enterprises and individual residents as the research object,explore the problems including diversified subject participation and mechanism promotion of the community residents participation in building a civilized city,to enrich the theoretical research in this field.In this paper,we take the situation of community residents participation in building a civilized city in Shengzhou as an example,and use the public governance theory,the theory of co-construction and co-governance and sharing and the public participation theory to analysis it.Based on the investigation of the multiple subjects of community residents,we conclude that there are some problems in community residents participation in building a civilized city,such as the lack of co-construction awareness,the imperfect of co-governance mechanism,the insufficient of sharing and so on.Then we analyze reasons from the aspects of participation awareness,participation ability,participation mechanism and propose the following suggestions: cultivating the diverse participation subjects of community residents to expand the scope of “co-construction”;improving the diverse participation mechanism of community residents participation to ensure the depth of“co-governance”;enhancing the acquisition of community residents participation to deepen the “sharing”.The proposed advice will promote the realization of“co-construction and co-governance and sharing” of community residents in building a civilized city and can improve the ability of Shengzhou in building a civilized city.Meanwhile,our suggestions also provide for the other counties in building a civilized city and offer references for creation activities of different types.
