Research On Manzhouli City Building A National Civilized City From The Perspective Of Collaborative Governance

Civilized city is the highest honorary title representing the overall level of urban spiritual civilization construction,and it is also a mirror reflecting the local government’s leadership of the overall economic and social development.Manzhouli has been deeply cultivating and meticulously working in the field of building a civilized city,making great efforts to implement it,and has made certain achievements in improving the people’s sense of happiness and gain.However,with the gradual weakening of the economic location advantage of Manzhouli,and the superimposed pressure on the central work of epidemic prevention and control,optimization of the business environment,and transformation of a service-oriented government,the construction of a civilized city has gradually exposed many problems in the practice process of the new era.This paper takes the process of building a civilized city in Manzhouli as the research object,and uses a variety of research methods to explore the current situation and predicament of the creation of Manzhouli Summarize the main methods of Manzhouli’s establishment work,and use the methods of questionnaire survey to analyze the problems existing in the process of Manzhouli’s establishment of a civilized city.Manzhouli is located at the border of the port,and its working environment is more complex.After visiting and studying Manzhouli,it was found that the dilemma of building a national civilized city in Manzhouli is mainly manifested in the government’s emphasis on "face saving" construction,its contempt for "li zi" project,its emphasis on "paper figures",and its contempt for service guarantee;Enterprise participation is not high enough and "formalism" is established;The residents’ recognition of the construction work is not high enough,and their participation is low;Administrative means of collaborative governance and vague positioning of functions and responsibilities of collaborative governance subjects.Through research and discussion,it is found that the reasons for the above difficulties lie in the following aspects: inadequate linkage between the functional departments of Manzhouli City,the failure of the government management concept to keep pace with the times,the incomplete configuration of the construction team,and the lack of awareness of the cadres and the masses on the construction work.On the basis of drawing on the experience of other local governments in building civilized cities,the author has changed the concept of building a new era from speeding up;Perfect the long-term mechanism of establishing normal work;Strengthen the investment in team building;Improve the ideological understanding and reshape the working style of the cadre team;Five aspects,such as actively guiding social participation,put forward countermeasures and suggestions in line with the actual situation of Manzhouli City,and five aspects,such as putting forward useful references to properly solve relevant problems.
