Research On Reform Of Comprehensive Administrative Enforcement Of Law At County Level Government

The main characteristics of traditional administrative law enforcement system is enforcement law by many departments,the issues of this system include there are too much law enforcement team,cross power and responsibility,absence of law enforcement,etc.Since late 1990 s, reform of administrative law enforcement has been change comprehensive enforcement law by urban management institution in management field to across departments and fields gradually in China. The pace of reform speeding up after the third and fourth meet of 18 th Central Committee of the CCP.The third meet of 18 th Central Committee of the CCP point out “integrated law enforcement main body, relatively centralized law enforcement,and promote the comprehensive law enforcement”The fourth meet of 18 th Central Committee of the CCP further emphasize”promote comprehensive law enforcement,then,sharply reduce law enforcement team type at the county level government”.It becomes an important and urgent research subject that strengthen the research on the reform of comprehensive administrative law enforcement at county level government, and provide theoretical guidance for reform pilot until promoting and intellectual support.Research of this paper is divided into two parts:the introduction and the body(4 chapters) two partsThe first part is the introduction,this paper discusses the background and significance of topics,related research literature on the carding and evaluation, then,establish the thesis research ideas and frameworks.Chapter1,based on the definition of government at the county level, comprehensive administrative law enforcement and other core concepts,this chapter would discuss the target and main content about the reform of comprehensive administrative law enforcement at county level.Chapter2,clarify the explore course of the government at county level government comprehensive reform,and clear challenges will face while promoting the reform of comprehensive administrative law enforcement at county level by description of the progress and review of reform.Chapter3,summary the reason that affecting the comprehensive administrative law enforcement at county level government,they are institutional constraints, benefit adjustment factors, idea restriction factor, personnel quality constraints.Chapter4,put forward countermeasures and suggestions to advance the reform of comprehensive administrative law enforcement at county level government,it includes handle the interests relations properly to enhance the reform consensus and reform force,in accordance with the law for the superior authorization to obtain comprehensive administrative law enforcement main body qualification,build perfect comprehensive administrative law enforcement mechanism,to ensure the efficiency of comprehensive administrative law enforcement, improve staff quality to construct a high level of comprehensive administrative law enforcement team.Chapter5,summarize the main points and sublimation theory.
