Study On Supervision And Countermeasures Of Illegal Circulation Of Cigarettes In N City

The tobacco industry is currently the only monopoly system retained in China,and market supervision of tobacco monopoly is particularly important.Tobacco monopoly market supervision plays a key role in maintaining the market order of the tobacco industry and safeguarding the national fiscal revenue.Under the new economic norm,the frequent occurrence of illegal circulation of cigarettes not only undermines the normal order of the tobacco industry,but also violates tobacco monopoly laws and regulations.If this phenomenon is not curbed,it will have an impact on the foundation of China’s tobacco monopoly system and even affect the interests of consumers and even the country.In this regard,based on government control theory and collaborative governance theory,this paper,taking N city as an example,firstly,analyzes the current situation of the regulation of illegal cigarette circulation,clarifies the phenomenon and harm of illegal cigarette circulation,introduces the regulation of illegal cigarette circulation,the main initiatives and effectiveness of regulation,etc.Secondly,a regression analysis of the factors affecting the illegal circulation of cigarettes was conducted through a questionnaire to summarize the problems in the supervision of illegal circulation of cigarettes in N city,including a single way of forecasting the demand of tobacco market,inappropriate management of tobacco monopoly licenses,poor results of joint enforcement of multiple subjects and backward tobacco supervision model and means,and further analyze the causes of the above problems.Finally,in response to the current problems of illegal cigarette circulation in N city,regulatory suggestions are made to promote the construction of information technology,strengthen the accuracy of cargo demand forecasting,raise the threshold of cigarette monopoly license,strengthen the administrative license supervision,establish a multi-departmental joint prevention and control mechanism,strengthen joint law enforcement efforts,and strengthen internal management and improve the quality of supervisors.The suggestions for improving the supervision of illegal circulation of cigarettes in City N put forward in this paper are of some guidance to the actual work of illegal circulation supervision of cigarettes in City N.They can help City N improve the supervision system of illegal circulation of cigarettes and maintain the normal order of the cigarette market,and also provide reference for the supervision of illegal circulation of cigarettes in other regions of China.
