Study On Emergency Management Of Urban Community In Pingtan Comprehensive Experimental Area

In the 14th Five-Year Plan for National Emergency Response System issued by The State Council on February 14,2022,it is clearly pointed out that at present,"the emergency response capacity at the grassroots level is weak,the public’s awareness of risk prevention and the capacity of self-rescue and mutual rescue are insufficient,and there is a big gap between the emergency management system and capacity and the requirements of the modernization of the national governance system and governance capacity".As the basic unit of modern urban grass-roots social governance and the common home of residents,urban community plays an important role in the construction of national emergency governance system.Therefore,how to better improve the emergency governance system of urban community,improve the level of urban community emergency governance,has become an important research topic.Based on this,this study takes the urban community emergency governance as the research theme,Pingtan Comprehensive Experiment Area as the object,based on the emergency management theory,4R crisis management theory,collaborative governance theory and other basic theories,and uses literature analysis,questionnaire survey,interview and other research methods to investigate the current situation of urban community emergency governance in Pingtan Comprehensive Experiment Area.This paper analyzes the main problems existing in the emergency management of urban community,and deeply analyzes the main causes of the problems.It is found that there are some problems in the urban community emergency management in Pingtan Comprehensive Experiment Area,such as the community emergency plan not updated in time,the professional degree of the community staff is not enough,the community emergency education and training is not enough,the community residents’ participation in autonomy is not enough,and the multiple subjects lack of effective linkage.The main reasons for these problems are: insufficient publicity and atmosphere of community autonomy,few community emergency drills,insufficient investment in community emergency governance,lack of institutionalized education and training mechanism,and not yet formed community governance community.On this basis,the relevant countermeasures and suggestions are put forward,including: strengthening the three-dimensional propaganda and guidance,cultivating the residents’ idea of community autonomy;Education and training mechanism should be established to improve community residents’ emergency management ability.Establishment of professional talent pool,strengthen community emergency team construction;Perfect system and plan construction,strengthen community emergency drill;Focusing on the participation of multiple subjects,building a pattern of community co-governance and sharing,etc.,is expected to provide decision-making reference for improving the emergency governance ability of urban communities in Pingtan Comprehensive Experimental Area,and promote the modernization of the grass-roots governance system and governance ability.
