| The report to the 20 th National Congress of the Communist Party of China stated that in order to improve the level of public safety governance,we must adhere to the principle of safety first and precaution crucial,establish a marco-security and macro-emergency framework,perfect the public security system,and accelerate the transformation of public security governance mode to prevention in advance.We will improve the social governance system based on the social governance system of collaboration,participation,and shared benefits,so as to enhance the effectiveness of social governance.Urban safety concerns the people’s pursuit of a better life,the stable operation of the city,and the long-term stability and development of the country.As a basic unit of public safety and social governance,urban communities are the key to pushing the front line and sinking the focus of safety governance.However,there are problems such as inadequate relevant laws and regulations on safety management,poor community safety awareness among grassroots governments and residents,and insufficient safety facilities in urban community safety.How to improve the effectiveness of urban community safety governance is an urgent and important practical issue that needs to be studied and solved.Based on this,this article conducts a thematic analysis on the research on public participation in urban community safety governance in Pingtan Comprehensive Experimental Zone.Taking Haitan Street as an example,and based on citizen participation theory,social capital theory,and collaborative governance theory,I conduct the in-depth investigation and research on the current situation of public participation in urban community safety governance in Pingtan Comprehensive Experimental Zone through the methods such as questionnaire survey and interview.etc.According to the results of the survey,there are some practical difficulties in public participation in urban community safety governance in the Pingtan Comprehensive Experimental Zone,mainly including low enthusiasm for public participation,incomplete institutional construction,blocked channels and platforms,weak support for community infrastructure,insufficient basic knowledge and skills of the public,and the lack of governance synergy between residents and other entities.The main reasons for these difficulties include a lack of social atmosphere that encourages public participation,a lack of community awareness of urban community safety governance among residents,a lack of effective communication between the government and the community,a lack of incentive mechanisms to promote public participation,and limitations in the public’s own participation ability.Finally,based on the above research,countermeasures and suggestions are proposed from five aspects:enhancing publicity and guidance,constructing incentive mechanisms,strengthening institutional construction,strengthening platform construction,improving infrastructure,and strengthening knowledge and skill training,in order to facilitate public participation in urban community safety governance in Pingtan Comprehensive Experimental Zone.This study can deepen our understanding of the public participation practices and laws in urban community safety governance in Pingtan Comprehensive Experimental Zone to some extent by focusing on the interaction between the government,residents,and social organizations in urban community safety governance,and will provide valuable decision-making references for urban community safety governance in Pingtan Comprehensive Experimental Zone to promote the modernization of the urban community safety governance system and capacity. |
