Research On Government Function In The Development Of Characteristic Agricultural Industry

The development strategy of rural revitalization puts forward to vigorously promote the development of Chinese characteristic agriculture,and the realization of the goal of industrial prosperity is the main content of promoting the modernization transformation and upgrading of Chinese countryside and agriculture.The characteristic agricultural industry,as the modern dominant agriculture in the regional area,is the key development direction of Chinese agricultural transformation and accelerating construction of modern agricultural industry system.In each stage and process of the development of characteristic agricultural industry,the function of local government plays an important role.Especially the current township government is the most basic administrative organization,it is the important link between the superior administrative department and the people below.In this paper,based on the research on the functions of township governments in the development of characteristic agriculture and the historical background of the new normal of economic development,the problems existing in the process of township governments performing their duties in the development of regional characteristic agricultural industry at this specific stage of the development of the era.And combined with the relevant new public management,responsible government theory and construction of service-oriented government theoretical knowledge analysis.Since the completion of the poverty alleviation battle,S Town,D City,has actively explored the theory and practice of transforming the development concept of characteristic agriculture,vigorously promoted the development of characteristic agriculture,and achieved certain results.Therefore,this paper takes S Town as a sample to study and discuss the functions of township government in the development of characteristic agriculture.The research content mainly includes the following five parts.The first part mainly reviews the domestic and foreign research literature on the functions of the grass-roots government and the functions of the government in the development of the characteristic agricultural industry,and explains the use of literature analysis method,interview method,fuzzy hierarchical evaluation method and questionnaire method to complete the analysis of the performance of government functions in the development of pomegranate industry in S Town.The second part mainly defines the related concepts of the characteristic agricultural industry and the functions of the township government.Based on the theory of the government’s economic functions,responsible government theory and service-oriented government,it analyzes and positions the functions of the township government in the development of the characteristic agriculture,and forms the macro-framework of the government’s macro-control,financial security,market supervision,public service and environmental protection.The third part,through the actual investigation and in-depth interview of S town,master the basic development stage and basic situation of the current characteristic agriculture development of S Town.The fourth part analyzes some problems existing in the function performance of S Town government in the process of local characteristic agricultural industry development by fuzzy hierarchical comprehensive evaluation method(FAHP).The problems mainly focus on five aspects: the offside of macro-control planning of characteristic industries,the dislocation of industrial financial security,the dislocation of market regulation,the absence of industry-related public services and the absence of industrial green ecological development.In combination with the commonness of theories and the particularity of times and regions,the main reasons lie in the government’s monopoly of industrial planning under the pressure assessment system,the small size of provincial economic development of township governments,the self-interest driven by the interest orientation of the government,the inadequate role transformation of the service-oriented government of town governments,and the low efficiency of communication between departments.The fifth part is to improve the administrative governance ability of S Town government from the following five aspects:innovation assessment mechanism,optimization of financial supply,optimization of market supervision,transformation of functional performance and strengthening of communication between departments on environmental protection.
