A Study On Risk Blcoking Of Rural Poverty Return In The Post Poverty Alleviation Era

Poverty,which is a major livelihood problem,plaguing almost every country all over the world,is a pain point for the national affairs of all countries to solve.Since February 26,2017,Jinggangshan City,Jiangxi Province,announced that it was the first in the country to take the lead in poverty alleviation,and on November 23,2020,Guizhou Province announced that the remaining 9 poverty-stricken counties had withdrawn from the poverty sequence,and all 832 poverty-stricken counties in China had achieved poverty alleviation,and China had entered a post-poverty alleviation era with relative poverty as the main governance issue.In this era,the main focus of our government’s work will no longer be to solve the problem of absolute poverty whether the people’s basic living needs are met,but to focus on the prevention and blocking of the problem of "returning to poverty" after entering a well-off society in an all-round way.Therefore,the government needs to further improve a series of policies and mechanisms related to poverty alleviation,guide the people on the verge of returning to poverty to correctly establish a sense of poverty alleviation,and meanwhile,it also plays a vital important part in the policy guarantee mechanism so as to consolidate the results of poverty alleviation,which has been achieved in a well-off society in a fullentireness direction.This paper mainly studies the problems that need to be improved in the process of poverty alleviation in the process of poverty alleviation in rural poor areas in China from the perspective of poverty alleviation in the later era of poverty alleviation.First of all,with the theory of participatory poverty alleviation,the theory of feasible ability poverty,and the theory of intergenerational transmission of poverty as the the theory part,which is connected with the relative poverty in China’s rural areas occupying the mainstream of the group returning to poverty,the category of returning to poverty does not only contains returning to poverty,which is attributed to illness and returning to poverty as a reason of disasters,but also the intricate types of poverty return to poverty due to technology,returning to poverty due to learning,and returning to poverty as a reason of aging,and there are also symptoms like the temporary effect of poverty alleviation work and the current situation of rural people returning to poverty in areas where the ideological problem of "still for giving" is more common than ever before.The peculiarities of the problem of returning to poverty in rural poor areas in Chinese mainland based on the post-poverty alleviation era are summarized are listed as below:the regional nature of returning to poverty after poverty alleviation,the repetitiveness of returning to poverty after poverty alleviation,the severity of returning to poverty after poverty alleviation,and the weak quality of returning to poverty after poverty alleviation.Secondly,on the basis of combining the data of relevant literature,the causes of the problem of returning to poverty in rural poor areas in China in the postpoverty alleviation era are elaborated in depth and in detail.Finally,on the basis of systematically identifying the risk of returning to poverty in rural areas,by proposing to enlarge the "golden mountains and silver mountains",protecting the "green waters and green mountains",innovating the monitoring mechanism for poverty prevention,stimulating the subjective initiative of the groups returning to poverty,and proposing feasible suggestions for the prevention and control of poverty returning to poverty in multiple dimensions,it would give a reference or guidance for consolidating the existing poverty alleviation achievements in China’s rural areas in the future and fighting the battle to return to poverty in the era of a well-off society in an all-round way.
