In the critical period of effectively linking the consolidation of poverty alleviation achievements and rural revitalization,the invigoration of talent is an indispensable element in the opening of a new situation and innovation.During the poverty alleviation phase,Anshun City in Guizhou Province has efficiently integrated the human resources of retired soldiers,creating a "Soldier Village Secretary" team,which has achieved ideal results in the fight against poverty.At present,continuing to deepen and expand the experience of Anshun City’s "Soldier Village Secretary" greatly benefits the consolidation of grassroots political power,promotion of a strong country and strong military,and the advancement of rural revitalization.The paper delves into the challenges faced by "Soldier Village Secretaries" in rural revitalization,with special attention to the policy blind spots in areas such as industrial support,remuneration,development channels,academic improvement,and retirement security,and discusses how to optimize the incentive mechanism for "Soldier Village Secretaries" to better serve the strategy of rural revitalization in the new era.Based on the backdrop of "Soldier Village Secretary" in Anshun City,Guizhou Province,the paper optimizes the Porter-Lawler Integrated Incentive Model according to the research reality,conducts in-depth research in conjunction with achievement demand and incentive compatibility theory,and explores the individual characteristics and needs of "Soldier Village Secretaries" to propose precise incentive strategies.This research unfolds along the logical thinking of status quo-problems and reasons-countermeasures.Through questionnaire surveys,structured interviews,and data analysis,it deeply understands the needs,motives,and characteristics of "Soldier Village Secretaries",aiming to discover the outstanding qualities of the "Soldier Village Secretary" team,and provide theoretical support and practical guidance for the formulation and improvement of the "Soldier Village Secretary" incentive mechanism.It also proposes new solutions for guiding excellent "Soldier Village Secretaries" to take root at the grassroots level,reduce talent loss,and promote new contributions to rural revitalization.The research results will provide valuable theoretical support for decision-makers to optimize the incentive mechanism for retired soldiers,reduce talent loss,and enhance the effectiveness of rural revitalization work.
