| In the increasingly fierce international and domestic competition,the quality of the business environment is the key factor to win a decisive victory in the market.Improving the business environment is an important strategic plan to break administrative monopoly and enhance enterprise creativity and market vitality.The optimization of the business environment cannot be achieved without the vigorous promotion of the "Decentralization,Regulation and Service" reform.At present,researches on the "Decentralization,Regulation and Service" reform mainly focus on the summary of cases,existing problems and the direction of future key reforms in various industries and fields.Most of them are qualitative studies,and empirical analysis of the two is rare.Therefore,the quantitative research on the"Decentralization,Regulation and Service" reform in this paper is a beneficial supplement to the existing literature,and has certain theoretical and practical significance.This paper systematically reviews relevant literatures at home and abroad,puts forward research hypotheses based on holistic governance theory,seamless government theory and transaction cost theory,and conducts empirical analysis with panel data of 30 provinces(municipalities and autonomous regions)from 2015 to 2020 as samples.The empirical analysis results are as follows.(1)the "Decentralization,Regulation and Service" reform can significantly improve business environment.In terms of impact,optimization services has the deepest influence on the business environment,and the effect of improving the business environment is the best,followed by the combination of decentralization and management,and finally the decentralization.(2)Corruption governance plays a moderating role in the"Decentralization,Regulation and Service" reform and the business environment.In other words,when the country strengthens corruption governance,the "Decentralization,Regulation and Service" reform plays a more significant role in improving the business environment.(3)The government-business relationship and institutional transaction costs plays a mediating effect in the "Decentralization,Regulation and Service" reform and the business environment,that is,the "Decentralization,Regulation and Service" reform can optimize the business environment by improving the government-business relationship and reducing institutional transaction costs.(4)After further dividing the business environment into various sub-environments,it is found that the "Decentralization,Regulation and Service"reform can significantly improve government environment,innovation environment,public service and law environment,but the effect is not obvious in improving the market environment and human resources,and there is still a lot of room for improvement in the future.(5)The business environment is further divided into soft business environment and hard business environment.It is found that the "Decentralization,Regulation and Service"reform can improve both the hard and soft business environment,indicating that the"Decentralization,Regulation and Service" reform can improve the business environment in a comprehensive way.Finally,this paper puts forward relevant policy suggestions based on the research conclusions.This paper systematically studied the influential factors,internal mechanisms and effects of the "Decentralization,Regulation and Service" reform on the business environment,enriched the literature research content of the "Decentralization,Regulation and Service" reform,and provided empirical evidence for the government departments to focus on promoting the "Decentralization,Regulation and Service" reform and scientifically and efficiently optimize the business environment. |
