| At present,from the national level to the provinces,cities and counties,all attach great importance to deepening the reform of "regulation and service" and optimizing the business environment.In particular,China is facing a complex and severe environment at home and abroad for development,so it is particularly important and urgent to accelerate the reform in relevant areas.In order to comply with the development trend and the concerns of the public,in recent years,Huidong County has successively introduced a series of effective reform measures of "deregulation,regulation and service",and listed the business environment as a key index of high-quality development assessment,vigorously promoting the business environment to a new level.However,there are still some problems that need to be solved in the practice of continuously optimizing the business environment and promoting economic and social development in Huidong County,compared with the requirements of high-quality development,the practice of standard advanced areas and the expectations of the masses.Through the introduction and analysis of organizational ecology theory and new public management theory,this paper investigates and analyzes the existing business environment of Huidong County by means of questionnaire survey,field interview and participant observation.The analysis found that compared with the domestic advanced areas,Huidong County business environment still has a certain gap.This is mainly reflected in four aspects:insufficient precision and effectiveness of government services,weak support from the market environment,arbitrariness in supervision,law enforcement and legal protection of the environment,and constraints on the business environment caused by social environment.In view of the existence of these problems,combined with the cause analysis,literature research and actual observation,the author puts forward four suggestions,including accelerating the optimization of the transformation of government functions and improving the service consciousness of the staff,constantly improving the construction of a fair and just market system,enhancing the coordination and compatibility of government supervision,and improving the social credit system. |
