Research About Optimize The Business Environment In The H Center Branch Of The People’s Bank Of China Under The Background Of "Decentralization,Administration And Service"

In 2015,The State Council first proposed the reform of "deregulating,regulating and providing services".After years of efforts,the reform of "deregulating,regulating and providing services" has become an important measure to promote the transformation of government functions.At present,the reform of "deregulation and management service" has been pushed to the in-depth stage,and the direction and path of reform have gradually become clear through continuous testing and adjustment.It has accelerated the transformation of government functions and initially resolved the conflict between the government and the market.At the same time,it has stimulated the enthusiasm and creativity of enterprises and other market players.China’s business environment has been significantly improved in the international rankings.In order to fully expand the space to protect the reasonable interests of market entities,ensure the stable development of non-public economic entities,and actively create a new situation of a good business environment,the People’s Bank of China should further strengthen prevention and resolve financial risks,maintain financial stability,and promote a more convenient and high-quality business environment.From the perspective of the H Central Sub-branch of the People’s Bank of China,this paper makes an in-depth analysis of a number of policies and measures adapted to the current economic situation in order to optimize the business environment of enterprises under the background of the reform of "deregulation,regulation and service".Through the "new public service theory",this paper guides H Central branch to strengthen service awareness,strengthen publicity and pay attention to the implementation effect of policies.Using the "responsive regulation theory" to emphasize the practice of diversification of management methods and management subjects;At the same time,the "governance theory" is applied to guide H Central branch to emphasize the participation of management objects in the process of optimizing the business environment,that is,the financial institutions and enterprises participate in governance together,and the government and enterprises cooperate in the management of public affairs,which truly reflects the effect of benefiting the enterprises and the people,so as to maximize the public interests.This paper uses the literature research method to analyze the implementation status and results of the policy of optimizing the business environment of the People’s Bank of China’s H Central sub-branch,finds out the existing problems and analyzes the causes through comparative analysis,uses the field research method and puts forward the corresponding solutions combined with the actual work.Starting from the three indicators of enterprise account opening,access to credit and foreign trade,this paper reviews the implementation status of the policy of the H Central Branch of the People’s Bank of China to optimize the business environment of enterprises,and analyzes the existing problems in the implementation of the policy,government services,financial environment,decentralization and supervision.At the same time,referring to the successful experience of the three central branches in Hangzhou,Huainan and Haikou,this paper discusses how to optimize the business environment,optimize the transmission of policies and measures,improve the construction of the government service system,optimize the financial environment and promote the credit ability of enterprises,clarify the division of labor and innovate the supervision mechanism.It is hoped that the H central branch of the People’s Bank of China will focus on the transformation of functions and simplify the approval process of various affairs in the future.Perform their duties more efficiently and provide better services for the development of private enterprises.
