Research On The Causes And Countermeasures Of "Micro Corruption" In Rural Grass

"Micro corruption" is also called "fly type" corruption,or corruption around the masses,which is prone to corruption in the middle of villages in China.To govern the Party strictly,we should not only crack down on "tigers" but also "flies","resolutely investigate and deal with cases of violations of discipline and laws by leading cadres,but also effectively solve the unhealthy tendencies and corruption problems that occur around the masses".Compared with the "big tiger","micro corruption" is characterized by small amount,high frequency and strong concealment.It directly eats the sense of gain,happiness and security of the villagers.Therefore,we must pay attention to the governance of "micro corruption".By combing the research results on "micro corruption" of village residents at home and abroad in recent years,drawing on relevant theories such as administrative accountability theory,social governance theory,political system theory,and combining the current situation of "micro corruption" of village residents in N District of F City,this study constructs a three-dimensional framework of "supervision system culture".Based on this framework,it analyzes the causes of "micro corruption" of village residents in N District,and puts forward corresponding governance countermeasures.This research deeply investigated the governance status of "micro corruption" in N District of F City through questionnaire,case analysis and interview,further analyzed the situation of "micro corruption" through typical cases,and summarized the main characteristics of "micro corruption" in N District from four aspects: subject,behavior,means and impact.According to the investigation and analysis,combined with the work experience of the author,it is analyzed that the causes of "micro corruption" in N District of F City are imperfect supervision system,imperfect institutional mechanism,poor sense of discipline and law,and the erosion of decadent culture.Finally,it proposes governance measures from three aspects: improving the supervision system,optimizing the system construction,and strengthening ideological and political education.It is hoped that this study will play a positive role in the governance of "micro corruption" in N District of F City.
