Study On Grassroots "Micro Corruption" Governance

In recent years,with the continuous sinking of targeted poverty alleviation policy resources and rural revitalization policy resources,the central,provincial and municipal governments began to invest more efforts in the housing,education development,medical security and other fields of grassroots residents,and grassroots micro corruption also showed multiple trends.These "micro corruption" at the grassroots level appear close to the people,closely related to the people’s lives,seriously affect the effectiveness of policy implementation,corrupt the political ecology,and harm the interests of the people.At present,the "micro corruption" at the grassroots level presents a new situation of variable manifestations and various means of corruption.It is urgent to take targeted measures to strengthen supervision and governance to ensure the smooth implementation of the rural revitalization strategy.Using literature analysis,comparative analysis,case study and other methods,this paper takes L County of Shanxi Province as the research object,and through collecting and sorting out case statistics and interviews with cadres and the masses during the six years from 2016 to2021,describes the current situation and effectiveness of grassroots "micro corruption" governance in L County from the aspects of case investigation and correction,supervision and prevention,and clean government publicity.This paper discusses the problems of high governance cost,difficult to master the scale of severity and huge quantity in the governance of "micro corruption" in the county,and analyzes the reasons for the difficult governance of "micro corruption" from the aspects of defects in the system,lack of formal governance power and difficulties in the supervision and reporting of the masses.Finally,on the basis of the analysis results,Targeted from the three aspects of not dare to corrupt,not able to corrupt,do not want to corrupt,it puts forward the strengthening of the construction of the rule of law,construction of cooperation mode,strengthening the construction of grassroots discipline inspection and supervision cadres,optimization of the inherent supervision system,improvement of supervision methods,exploring the new mode of intelligent supervision,strengthening ideal and faith education,construction of clean political ecological cultivation mechanism and other countermeasures to control "micro corruption".
