Study On The Current Situation,problems And Countermeasures Of Grass-roots Micro-corruption Governance

Since the 18 th CPC National Congress,the CPC Central Committee has maintained a tough position in cracking down on corruption,and so as to win a landslide victory.However,minor corruption still remained a problem,being a major obstacle that affects the people’s sense of gain and happiness,and restricts the promotion of government’s credibility and the improvement of the image of the "pro-clean" government.Therefore,struggle against minor corruption is without doubt a key to economic development and social stability,and the realization of the great "Chinese Dream".Based on the theory of social governance,combined with the spirit of "Opinions of the CPC Central Committee and The State Council on strengthening the modernization construction of grass-roots governance system and governance capacity",referring to the research results of domestic and foreign experts and scholars on grassroots "minor corruption" governance and domestic advanced experience on grassroots "minor corruption" governance,through the study and analysis of the actual "minor corruption" case in L District,W City.It is believed that there are four reasons for the emergence of the current phenomenon of "minor corruption" : poor effect of party discipline and deterring,loopholes in the supervision process,imperfect internal control mechanism and ambiguous public attitude.We analyze the causes lie in the following points:(1)the governance work is not practical enough;(2)follow-up measures are not tough enough;(3)the understanding of governance is not deep enough;(4)governance atmosphere is not strong enough;(5)not enough governance measures;(6)governance capacity is not strong enough.Although efforts are being made across the country to tackle "minor corruption",and certain measures have been taken,these measures may have limitations or fail to identify the root cause of the problem,which tends to treat the symptoms rather than the root causes.In view of the "minor corruption" problem at the grassroots level,Lucheng District pays close attention to special treatment,explores the supervision and application of big data of public power at the grassroots level,extends the supervision perspective,implements the village-level supervision liaison station system,and continuously deepen the construction of incorruptibility village.So far,initial results have been achieved,but there are still many problems.Taking L District as an example,in-depth study on the manifestation form,realistic predicament and governance countermeasures of "minor corruption" finally concluded that to optimize the governance path of "minor corruption" at grassroots level requires "strengthening supervision,improving the Party’s overall leadership at grassroots level governance system","forming joint forces,perfecting the grassroots mass self-governance system","creating an atmosphere,promoting the construction of grassroots rule of law and moral governance","enabling science and technology,Strengthening the capacity building of smart governance at the grassroots level " and " Consolidating the base and strengthening the organizational guarantee ".
