With advantages in human resources,stable supply of raw materials and cost efficiency embedded in the middle and low end of the global value chain,China has gradually developed into a trading power with global influence while expanding its export scale.Although Chinese manufacturing has a huge quantitative advantage in the global market,it is difficult to support the industry to move up the global value chain.China’s traditional sloppy,resource-consuming growth approach has become a bottleneck limiting the sustainable and steady growth of foreign trade,and the single growth approach focusing on production factor inputs is difficult to continue,and presents problems such as irrational distribution and lack of technological innovation.With the increasing complexity of the global economic system,the global market has become more uncertain,the international market demand is sluggish,and trade protectionism has intensified trend.At the same time,developing countries such as Southeast Asia are rising by taking advantage of their low-cost manufacturing.The combination of multiple factors has led to the "Made in China" facing unprecedented pressure and obstacles,and the difficulty of expanding trade space abroad has increased.How to break the "low-end lock" of the global value chain,promote the transformation and upgrading of export trade,improve international competitiveness,and accelerate the transformation from a large trading country to a strong trading country has become an urgent task.Based on this,this paper attempts to explore the impact of local government competition on export technological complexity from the unique advantages of China’s economic development,and on the basis of a review and summary of related literature at home and abroad,it uses panel data of 30 provinces in China from 2007 to 2021 to measure export technological complexity and the degree of local government competition,and systematically explains the impact of local government competition on export technological complexity.The effect of local government competition on export technological complexity is systematically explained,and the effect and mechanism of local government competition on export technological complexity are empirically tested.The study shows that local government competition inhibits the increase of technical complexity of manufacturing exports.Local government competition leads to factor price distortion,capital distortion and labor distortion,which inhibit the growth of technical complexity of China’s manufacturing exports.The direct effect and total effect of local government competition are significantly negative,indicating that local government competition can inhibit the increase of manufacturing export technical complexity in the region;while the indirect effect is also negative,but it does not pass the significance test,indicating that the inhibitory effect of local government competition on neighboring provinces and cities is not obvious.Finally,on the basis of theoretical analysis and empirical test,this paper puts forward the following suggestions: Firstly,to improve the promotion assessment mechanism of local government officials.Second,construct an effective constraint mechanism to regulate local competition.Third,optimize the financial investment in science and technology innovation.Fourth,take various measures to alleviate the financing constraints faced by enterprises,strengthen human resources construction,and further release the vitality of factor markets.
