Research On The Construction And Application Of Performance Evaluation Index System Of Digital Governament Construction In G City,Guangdong Peovince

Currently,with the trend of increasingly diversified demands from the people and enterprises,the people have higher requirements for the mode,content,and quality of government public management and public services.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as its core has put forward higher requirements for network security and information construction,and proposed the strategic deployment of building a digital power.Following the decisions and arrangements of the Central Committee of the Communist Party of China(CPC),all localities and cities have made efforts to promote the construction of digital government,trying to enhance the responsibilities and capabilities of government agencies through the use of information technology,and promoting institutional reform.However,while various government resources are invested in the construction of digital government software and hardware,many problems and shortcomings have also arisen.Among them,there is a significant gap in the construction level of digital governments among provinces and cities,resulting in unsatisfactory construction results,low utilization rate after construction,and repeated construction.One of the main reasons is that many prefectures and cities lack a relatively complete performance evaluation indicator system that is suitable for the construction of local governments’ digital governments,and there is a relatively lack of research on the performance evaluation of digital government construction at home and abroad.Especially in the selection of evaluation indicators,there are still many problems in the construction and research of existing evaluation indicator systems,so that the "construction,evaluation,and reform" of local digital governments cannot achieve a closed loop,Restrict the effectiveness of construction.Therefore,this article takes Guangdong Province and G City of Guangdong Province,which are the pioneers of digital government construction nationwide,as examples,and combines the author’s work experience to study and construct a feasible,efficient,and practical performance evaluation index system for digital government construction,providing a certain reference and reference for local digital government construction and performance evaluation.In the research process,first of all,it clarifies the background,significance,and related concepts of the research on the construction of the performance evaluation indicator system for digital government construction in G City,and introduces the research status of the domestic and foreign digital government construction and evaluation indicator system,as well as the theories and related methods involved.Secondly,based on the information available,study the current construction status and situation of G City,and extract key sample data to obtain a preliminary indicator structure.Thirdly,by applying Delphi expert opinion method and analytic hierarchy process to determine the weight of evaluation indicators,the performance indicator system for the construction of G city digital government is calculated and constructed.Finally,the construction performance is evaluated and verified by combining the relevant data collected from 2020-2021 in G City.The evaluation results show that the indicator system constructed in this article has strong usability and objectivity,and can analyze the shortcomings of G City to a certain extent,while tentatively proposing corresponding optimization suggestions for the shortcomings.
