With China’s accession to WTO, the world economy, and the development of the socialist market economic system, and civic and political awareness of democratic politics, the civil service management system planned economic system has been unable to adapt to the next. Government departments to establish a code of conduct, scientific and rational, simple and efficient civil service system, strengthen the performance appraisal of civil servants to improve the quality of all aspects of its urgent requirements of the new era.For the government, due to numerous job responsibilities are not clear, coupled with the complexity and uniqueness of the civil service performance, making today’s performance evaluation index system is more complex, more difficult in practice, difficult to accurately assess indicators. So, learn from the advanced research results, summarized their experience, the establishment of a scientific, rational, workable government performance evaluation index system of civil servants, has a very important practical significance.In this paper, based on the basic theory of performance evaluation as a starting point, the connotation of the principle, performance appraisal, performance appraisal index system and the method to determine the index weight of assessment methods, and the related theory, and provide a theoretical support for the civil service performance appraisal index system research. On the premise of the present situation of Longan county civil servants performance appraisal system and operation and analysis of the problems and the reasons, advantages and disadvantages of the commonly used in the comparative analysis of performance appraisal methods, the introduction of the main base of two element method, the construction of Longan county civil servants performance appraisal system, evaluation of five aspects of civil servants "germany, ability, diligence, performance, low-cost" performance overall, pay attention to the civil service examination will usually, civil servant performance indicators divided into behavior specification, performance and ability of class class class three indicators, and refinement and description of each category of indicators.
