Research On The Realistic Dilemma And Countermeasures Of Suzhou Digital Government Construction

Digital government is an important guarantee for the construction of a network power,a digital China,and a smart society.Studying the difficulties and policy recommendations in the construction of Suzhou’s digital government has important practical significance for promoting more refined social governance,more efficient administrative approval,and more convenient services for people’s livelihood,creating the best business environment and improving the level of urban function.Based on the theory of new public service theory,holistic government theory,and synergetic governance theory,this paper uses literature research,questionnaire research and other research methods to conduct empirical analysis on the construction of Suzhou’s digital government,sort out the phased results obtained in the construction of Suzhou’s digital government,and summarize the existence analyze the deep-seated reasons for the practical problems of Suzhou,and put forward targeted countermeasures and suggestions for promoting the high-quality development of Suzhou’s digital government.The research in this paper shows that although the construction of Suzhou digital government has achieved certain results in terms of organizational structure,work pattern,system standardization,integration and sharing,development and utilization,and coordinated linkage,it still faces a low degree of intensification and integration of the city and standardization of data resources.The level of systemization is not high enough,the development and open utilization of public data is not good enough,and the digital perception experience of service objects is not high.This article analyzes the interests barriers of separate politics and divisions,unbalanced big data work force ratio,imperfect digital government local standard and specification system,imperfect data element supply and demand docking and development and utilization mechanism,and missing digital application monitoring and evaluation are the main reasons restricting the construction of Suzhou’s digital government.Based on the actual situation of Suzhou,starting from the problem,this paper proposes countermeasures and suggestions to promote the construction of Suzhou’s digital government from four aspects.It mainly includes,establish a linkage organizational structure,establish a scientific and rigorous system,establish an integrated and shared data resource system,establish an innovation-led digital application system.
