In the current era of big data technology and artificial intelligence algorithms,every person can be regarded as a set of data.Modern information technology has been widely used in all areas of people’s daily lives.In addition artificial intelligence technology is becoming more and more intertwined with the field of administrative governance.Algorithmic administration,as a way of using algorithmic technology for public governance and administration,has become an important tool for government departments to achieve digital transformation and optimise their services,as it is efficient,accurate and intelligent.In modern government,many government departments are beginning to use algorithms to help them deal with large volumes of data and decision-making problems:transport departments use algorithms to optimise urban traffic flows,reduce traffic congestion and improve the efficiency and safety of public transport;finance departments use algorithms to assess risks and changes in tax revenues and spending;environmental protection departments use algorithms to analyse weather data and environmental monitoring data in order to better The health code is an important tool in the fight against the new epidemic,while the health sector uses algorithms to process large amounts of medical data to better manage public health,disease control and vaccine distribution.The use of artificial intelligence algorithms has become an important tool for government administrative governance,but it also poses risks and challenges for traditional administrative regulation models.The non-transparent nature of algorithms erodes the principle of administrative openness,the instantaneous nature of algorithms deprives administrative counterparts of their procedural rights,the unexplainable nature of algorithms challenges the justification system,and the "non-neutrality" of algorithms is biased and discriminatory,making administrative decisions unjust.In order to maintain the "power-rights" balance in the era of AI,the rights and privacy of citizens should be safeguarded,and the benign development of AI technology in administrative governance should be ensured.Specific ways of regulation include innovation of algorithm transparency principles,improvement of algorithm interpretation mechanism,clarification of algorithm responsibility subjects,and establishment of public supervision system.
