In recent years,the process of legalization of artificial intelligence has accelerated,and China and Russia have initially established an artificial intelligence legal system combining "soft law" and "hard law".The artificial intelligence legal systems of the two countries have certain commonalities in terms of goals and principles,that is,the fundamental goal is to improve the well-being of citizens,the basic goal is to ensure technological security and promote technological development,and the primary principle is to protect the basic rights of citizens.Controlling and promoting innovation are the basic principles.On the basis of commonality,each also has comparative advantages.The comparative advantages of China’s artificial intelligence legal system are the "factorization" of legal system construction,the strong support of local governments for the development of artificial intelligence,and the active exploration of artificial intelligence legislation by local legislatures.The comparative advantage of Russia’s artificial intelligence legal system is that the relevant legislative technology is relatively advanced and the experimental legislative system is relatively mature.In addition,China and Russia face several practical problems in the process of building legal systems for artificial intelligence,including common problems and differences.Through a comparative study of the legal systems of China and Russia,it is found that China and Russia can "seek common ground while reserving differences",and jointly promote the legalization of artificial intelligence in the two countries through mutual learning,self-improvement,and international cooperation.
