Study On Optimization Of Emergency Support Mechanism In Chengdu From The Perspective Of 4R

After entering the modern society,attaching importance to the construction of urban emergency support mechanism is a vivid embodiment of the effective implementation of the national security concept of development,and also an important measure to improve the level of modern urban governance.It is of great practical significance to meet the people’s ever-growing needs for a better life and security and to be the "night watchman" of the people.Chengdu is a national demonstration city for security development and a pilot city for the modernization of urban social governance.Relevant functional departments and communities at all levels have made efforts to explore a new model of community emergency management according to the unified deployment of Chengdu Municipal Party Committee and government,and certain results have been achieved.Based on this,this paper studies the optimization of emergency support mechanism in Chengdu.Taking the optimization of emergency support mechanism in Chengdu as the object,this paper comprehensively uses literature research,investigation,case analysis and other methods to carry out in-depth analysis on the current situation,existing problems and causes of emergency support mechanism construction in Chengdu,and puts forward strategies to optimize the emergency support mechanism in Chengdu.The main conclusions are as follows: First,Chengdu has achieved initial results in the construction of emergency support mechanism,has a relatively perfect emergency support mechanism,and the emergency support mechanism has played an active role in urban emergency management,and a diversified coordination,contact and governance mechanism has been initially formed.Second,there are still some problems in the construction of emergency support mechanism in Chengdu in concrete practice,which seriously restricts the quality and efficiency of emergency support management capacity.These problems include emergency support organization,plan management,material support,capital support,human support,and recovery measures.Third,the reasons for the problems in the construction of emergency support mechanism in Chengdu are embodied in the imperfect organization of emergency support,the neglect of emergency support plan management,the insufficient reserve of emergency support materials,the few fund-raising channels for emergency support,and the unreasonable training of emergency support personnel.The fourth is to put forward the optimization strategy of Chengdu’s emergency support mechanism from the aspects of emergency support organization,plan management,resource guarantee and management evaluation mechanism.
