At present,the process of urbanization is accelerating,and the frequency of various emergencies is also increasing,which has increased the government’s governance pressure to a certain extent.In order to deal with emergencies in an orderly manner and protect the lives of residents,the government should take the initiative to assume responsibility and do a good job in emergency management.After the occurrence of major emergencies such as "SARS" and "5.12",it brought a huge test to the emergency management work of the Chinese government.The government realized the importance of improving the emergency management system and gradually established the "one case,three systems" as the core The content has an emergency management system with Chinese characteristics.As the core of the "one case,three systems" emergency management system,emergency response plans play an important role in my country’s emergency management.Emergency plan is the lifeline of emergency management.For the grassroots government,which is on the front line of emergency work,it should attach great importance to plan management,find and solve problems in time,and continuously improve emergency management capabilities.This article first introduces the topic background and significance,domestic and foreign research trends,innovations,research ideas and methods in the introduction.Secondly,it explains the related concepts of emergency plan and emergency plan management and the theoretical basis of risk society,public safety triangle,and "Hain’s Law".Through combing the data,summarize the current public safety status of City N,the framework of emergency plan system and the preliminary achievements of City N plan management.Using the literature research method and field investigation method,it described the current problems in the management of emergency plans in City N.The main problems are the inaccurate status and role of the emergency plans.The preparation of the emergency plans is slightly homogenous and poorly connected.The plan drills tend to be formalized.The evaluation of the plan is not accurate and the plan revision is not timely enough.Then,it analyzes the causes of these problems,and compares the emergency plan management models with foreign regions such as the United States,the United Kingdom and Japan through comparative analysis,and draws on its useful experience,aiming to help N City strengthen the plan management and provide directions.Finally,optimized countermeasures are proposed for how to solve these problems.It is necessary to strengthen the concept of emergency management,strictly standardize the preparation process of emergency plans,solidly promote emergency plan drills,strengthen risk assessment and emergency response capability assessment,and improve the digital plan management system to optimize the emergency plan of N City.management.
