Research On Local Government Cultivating Rural Advantaged Characteristic Industry Under Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China proposed implementing the rural revitalization strategy,pointed out that we should fully grasp the law of modernization and the characteristics of changes in urban-rural relations,meet the aspirations of hundreds of millions of farmers for a better life,and made major decisions and plans for work related to agriculture,rural areas and farmers.To implement the rural revitalization strategy and further promote the modernization of agriculture and rural areas is the fundamental solution to solve the difficult problem of the development of agriculture,rural areas and farmers.The key lies in promoting the prosperity of rural industries and realizing the revitalization of rural industries.Industrial revitalization is the key to realize rural revitalization,and the cultivation of advantageous and characteristic industries is the key task of industrial revitalization.Based on resource endowment and unique history and culture,orderly development of advantageous and characteristic resources,expansion and strengthening of advantageous and characteristic industries,and formation of characteristic agricultural industry clusters can lay a solid foundation for the realization of rural revitalization.This paper takes M County government’s cultivation of advantageous characteristic industries under the background of rural revitalization strategy as the research object,systematically introduces the natural climate and geographical advantages of M County,takes the rural industrial policies issued by the county government as the research entry point,and through literature research,questionnaire research,interview and discussion,etc.In-depth understanding of the county’s industrial development background,industrial development status,introduced policy categories,policy implementation results,through the survey data summary,analysis found that: a,the overall planning of industrial development is insufficient,the lack of systematic planning,the lack of long-term planning.2.Industrial support policies are not perfect,infrastructure construction is weak,sales channels are not wide,brand building is insufficient,the construction of the whole industrial chain has weaknesses,and financial support is not enough.3.Weak capacity of the main body of industrial development.Cooperatives and leading enterprises have problems of small scale,weak driving capacity and irregular development.4.Industrial development is not driven by science and technology,the proportion of mechanized crops is low,industrial professionals are lacking,and the quality of rural labor is low.Based on the above analysis,under the background of the rural revitalization strategy,in order to truly cultivate the rural advantageous and characteristic industries,the local government should clarify the government function positioning,draw the industrial development blueprint,improve the industrial support policies,improve the industrial system,speed up the construction of infrastructure,consolidate the industrial development foundation,deepen the exploration and innovation mode,and stabilize the interest linkage mechanism.Pay attention to the cultivation of talents,strengthen the construction of industrial talents,tree firm industrial brand awareness,build industrial brand system and other measures to re-force,really promote M county rural advantage characteristic industry towards the direction of green,industrialization,brand and other modern high-quality development.
