Research On The Overall Planning And Guidance Of Local Government In The Construction Of Characteristic Rural Village

Under the guidance of the rural revitalization strategy,various parts of the country have explored specific paths for rural revitalization,and Jiangsu Province innovatively proposed to carry out the construction action of rural villages with characteristics in June 2017.Based on the existing rural construction form,this action seeks to optimize the spatial elements of the countryside,create a characteristic rural industry,ecology and culture,and show a beautiful,livable and dynamic rural area.As a prefecture-level city with better rural conditions and a strong economic foundation,Suzhou City has explored a path that meets local characteristics in the construction of a characteristic rural villages,in which the local government has played an active role.This paper takes the local government’s overall guidance of the issue in the construction of Suzhou’s characteristic rural villages as the research object,and uses literature analysis,data analysis,field research,case study and other research methods to analyze and compare the changes in the quantity,content and methods as well as the reasons of construction of Suzhou’s characteristic rural villages under the coordination and guidance of the local government over the past four years.It mainly studies the policies,institutional arrangements and effective strategies related to the local government’s overall guidance of the construction of the characteristic rural villages,and summarizes the effectiveness of the local government’s promotion of the construction of the characteristic rural villages.Through the study,it is concluded that there are still some constraints in the guidance of local governments in the construction of characteristic rural villages,such as the loss of rural production factors,the dual pressure of ecological environmental protection and economic development,and the deficiency of local government’s overall coordination ability.These problems arise mainly due to insufficient stimulation of rural vitality,insufficient transformation of development concepts,provision of supporting facilities that do not yet meet demand,and relatively traditional service approaches.In order to prevent the countryside from becoming uniform and presenting its proper vitality,local governments should pay more attention to local and village-specific conditions when coordinating and guiding.This paper proposes optimization suggestions for local governments to coordinate and guide the construction of distinctive rural villages from the perspectives of changing management concepts,optimizing factor allocation,attaching importance to ecological protection,highlighting characteristic industries,improving service levels,and optimizing guidance means.The local government should build a"service-oriented" government,provide villagers with high-quality production and living services,establish a sound working mechanism,continuously improve the construction level of public infrastructure,enhance the villagers’ i nitiative to participate in the construction,and give full play to the advantages of characteristic industries,so as to continuously promote the sustainable development of characteristic rural villages.
