Research On Road Traffic Emergency Management In Lanzhou

In recent years,with the rapid development of economy and the continuous increase of motor vehicle ownership,the number of road traffic accidents remains high.At present,road traffic accidents account for a relatively high proportion of all kinds of safety accidents.Urban road traffic emergency management ability is the basis of urban comprehensive management ability.Under the current situation of road infrastructure construction ability and road traffic emergency management level in Lanzhou City is relatively weak,this paper combing 4R crisis management theory,emergency management theory and domestic and foreign research results on road traffic accident emergency management,The "November · 3" major road traffic accident of Lanlin Section of G75 Lanhai Expressway is selected as the case,and the current situation of road traffic emergency management in Lanzhou is deeply understood through literature review and in-depth interview,and the common problems existing in the current stage of road traffic emergency management in Lanzhou are analyzed and summarized,as well as the causes.In order to improve the ability of road traffic emergency management in Lanzhou,feasible suggestions and countermeasures are put forward.Road traffic emergency management is a whole-process management composed of four stages: emergency mitigation,emergency preparedness,emergency response and emergency recovery.Through the research,it is found that at the present stage of Lanzhou road traffic emergency management,there are still insufficient management such as not obvious emergency mitigation,not sufficient emergency preparedness,not efficient emergency response and not thorough emergency recovery.Through in-depth analysis of the reasons,it is concluded that the above problems are caused by the poor working mechanism of road traffic emergency management,the lack of professional capacity of road traffic emergency management,the lack of force allocation of road traffic emergency management,and the lack of publicity of road traffic emergency avoidance knowledge.In view of the above problems,this paper uses the government emergency management practice combined with 4R crisis management theory,emergency management theory and domestic and foreign research results on road traffic emergency management,from emergency mitigation,emergency preparedness,emergency response,emergency recovery four stages of precise policies.First of all,by strengthening road traffic risk assessment and hierarchical control,and strengthening comprehensive investigation and management of road traffic hazards,we can timely eliminate safety hazards,improve the public’s ability to avoid road traffic safety and self-rescue,strengthen the road traffic safety supervision and comprehensive law enforcement to improve the level of road traffic emergency mitigation.Secondly,the road traffic emergency preparedness capacity should be strengthened by optimizing the road traffic emergency plan system,strengthening the road traffic emergency drills,and improving the construction of emergency resources support system.Thirdly,the efficiency of road traffic emergency response should be improved by establishing a unified and efficient emergency command system,optimizing the efficient rescue mode of department linkage,and strengthening the high-level comprehensive emergency rescue force.Finally,by improving the psychological intervention mechanism of road traffic accidents,the road traffic emergency management effect evaluation machine is constructed to improve the road traffic emergency recovery level.The research conclusions will further enrich the practical field of road traffic emergency management,provide a reference for Lanzhou road traffic emergency management,and have important practical significance for improving the road traffic emergency management in Lanzhou.
