The implementation of the parallel system of duties and ranks(alongside the police sequence reform)by the public security organs is a significant measure to further advance the reform of administrative management cadres within the people’s police and enhance the scientific management level of the public security forces.Currently,public security organs at all levels have made comprehensive strides in implementing the police sequence reform and achieved positive outcomes.However,the implementation of the system still faces challenges at the levels of policy mechanisms,specific execution,and assessment supervision.Researching the implementation of the parallel system of duties and ranks by the public security organs holds crucial theoretical and practical significance.This paper takes the A City Public Security Bureau in the provincial capital as a case study to investigate the implementation of the parallel system of duties and ranks in detail.Through research methods such as statistical analysis,surveys,comprehensive evaluation,and field interviews,an in-depth understanding of the actual situation of the parallel system’s implementation in the A City Public Security Bureau is obtained.Drawing on the dual-factor theory and public policy evaluation theory as the research foundation,the current state of the system’s implementation is comprehensively summarized.Utilizing a fuzzy comprehensive evaluation model,the effectiveness of the parallel system’s implementation in the A City Public Security Bureau is quantitatively assessed from three research perspectives: efficiency,effectiveness,and fairness.The research concludes that the overall evaluation of the effectiveness of the parallel system’s implementation in the A City Public Security Bureau is positive.The system’s implementation has expanded career advancement opportunities for police officers,improved rank promotions,increased income levels,and enhanced their sense of professional honor,belonging,and accomplishment.However,challenges still exist,such as limited promotion opportunities,low awareness of the system,the need to enhance fairness during the implementation process,and unclear incentive effects.Thus,further improvements are necessary to enhance the system’s effectiveness.Based on the analysis of the identified issues and their underlying causes,this paper proposes targeted countermeasures and suggestions,focusing on refining the basic system design,increasing awareness through effective communication and training,improving the assessment mechanism,enhancing supervision throughout the implementation process,and establishing complementary incentive mechanisms.It is anticipated that this research will provide valuable insights for the successful implementation of the parallel system of duties and ranks in the public security forces and achieve the desired policy outcomes.
