Party and the country has been attaches great importance to deepening the reform of institutions and administrative system,especially since the 19 th national congress of the communist party of China,continue to deepen the public sector efficiency construction,construction of the people’s satisfaction of service oriented government,improve the administrative efficiency of public sector and work efficiency,etc are started,we are more alert to recognize the importance of improve the administrative efficiency of public sector,and improve the administrative efficiency of public sector at the core of the problem is how to optimize and improve the public sector internal performance evaluation index system,therefore,this article obtains from the municipal public security organs of the unit,combined with the new public management theory and equity theory,through field investigation to obtain firsthand data evaluation system,In H city public security organs in the appraisal main body,index system and assess way,etc,there are some problems as the breakthrough point,on this basis,build a scientific and reasonable and conform to the H city public security organs index system and evaluation methods of performance evaluation of strategic objectives,and the performance evaluation index system for the main line,from the index evaluation system of the early stage of the security work,management mechanism and evaluation methods of performance evaluation of optimization and performance evaluation process optimization problems which should be paid attention to,etc,the middle so that the H city public security organs of government services to a more standardized,and facilitation of direction,Fundamentally promote the development of administrative efficiency construction of public security organs in H city.The public security organ of H city belongs to the law enforcement department of prefecture-level public security organs,and its department setup,social functionsand organizational personnel all meet the standards of local public security organs.Therefore,in the research on the performance evaluation index system of local public security organs,the public security organ of H city is typical and representative.Firstly,the definition and general theoretical analysis of the relevant concepts are made.Secondly,the status of the performance evaluation of public security organs in H city was sorted out and summarized.On this basis,the existing problems were found.The causes of the existing problems were analyzed.Thirdly,Delphi method and analytic hierarchy process are used to construct the performance evaluation index system and evaluation method of public security organs in H city,so as to make the performance evaluation index system more accurate and scientific.Finally,combining the closed-loop model of performance evaluation and the post-modeling performance evaluation index system,the system is optimized from the following aspects: the implementation guarantee of scientific performance evaluation index system,the optimization of multiple performance evaluation subjects and modern performance evaluation means,and the problems that should be paid attention to in the implementation process of performance evaluation.
