Report to the 20 th CPC National Congress of the Communist Party of China emphasized that the supervision system with unified leadership,comprehensive coverage,authority and high efficiency should be improved,and the power restriction and supervision mechanism should be improved.Resident supervision is an important part of the supervision system of the party and the state,and it is also an important institutional arrangement for discipline inspection and supervision.As an accredited institution,the personnel stationed in the discipline inspection and supervision team should seriously use the spirit of the 20 th Party Congress,examine their responsibilities,put forward their work positions,and come up with specific measures to give full play to the authority of the "faction" and the role of "resident",and accept and dispose of the reports and complaints that reflect the problems of the party organizations,party member,cadres and monitoring objects in the stationed units according to regulations.The task of the discipline inspection and supervision team in R hall,a province,is made more complex and arduous by the new situation.This paper will use them as its research sample.After sorting through a vast array of research documents and combining them with the statistical data from the discipline inspection and supervision team’s petition work,literature research,statistical analysis,questionnaire survey,and participatory observation were employed to methodically investigate the evolution of the petition work of discipline inspection and supervision in R hall province.Research has revealed a marked rise in the number of letters and visits accepted by the discipline inspection and supervision group in the R hall of the province,with the corresponding strain on letters and visits gradually intensifying.First,business letters and visits account for a relatively large proportion;Second,the abnormal complaint reporting behavior has not been effectively controlled;Third,the success rate of accepting letters and visits and reporting clues is low;Fourth,This paper investigates the origins of the current issues,and seeks to strengthen the team for letters and visits,as well as enhance the quality of discipline inspection and supervision letters and visits cadres.The provincial R hall’s complaint reporting department’s functional orientation,the discipline inspection and supervision team stationed there,the public’s understanding of the discipline inspection and supervision’s complaint reporting,the discipline inspection and supervision’s complaint reporting system,the promotion exchange system,and education and training-all these issues have been identified.mechanism.This paper proposes solutions and countermeasures,as well as suggestions,to address the issues,based on the resources of R Hall’s discipline inspection and supervision system,in addition to the theory of social safety valve and citizen involvement.Four facets:augmenting and enhancing the collaboration with stationed units,amplifying the publicity and instruction of adverse admonitions through regulations,augmenting and refining the administration of letters and visits in the discipline examination and oversight team,and augmenting and enhancing the promotion exchange and education and training mechanism.
