Research On The Different Ways Of Renovating Letters And Calls Institution Of Wenzhou

As we know, it is a hard time for China to carry out opening and reforming policy. Many conflicts are fledging. As the main channel to solve the social problems, all levels of dapartments of letters and calls have become the social focus. Wenzhou as one of the fourteen cities who opened to the outside world also has this kind of problems. It is also hard for Wenzhou to solve the social problems quite well for the disadvantages of China's letters and calls institutions.The article try to analyze China's letters and calls institutions by the theory of institutional transaction of cost and earnings. The article has a conclustion that it is not a balance time for letters and calls institutions. Because there exist many problems such as structure function and process disorder. There are two main renovating ways in China. One is to strengthen the function of the department of letters and calls, the other way is to cancel the department of letters and calls and replace it by ombudsman. The article analyzed the advantages and disadvantages of the two different renovating ways, and try to compare with the third way which is to put all letters and calls as the main responsibility of Discipline Inspection and Supervison Department. The article has a conclusion that the third way is superior to the other ways. Because the third way has many advantages. The first advantage is that it can help to strengthen and improve Party building. The second is that it suits China's national conditon. The third is that it has the funtion of supervision. The fourth is that it keeps the same pace with China's political institution reform and has lower reform cost. There also have many detail ways of how to strengthen letters and calls institution of Discipline Inspection and Supervison Department.
