For a long time,urban environmental governance is an important part of China’s national governance,which is highly concerned by all walks of life.Urban environment is not only closely related to people’s lives,but also the foundation and guarantee of national economic development,which is of great significance to social economic development and social harmony.In recent years,with the continuous expansion of urban space and the acceleration of urbanization process,there is a certain gap between urban environment and social and economic development and people’s requirements for living and living environment.Therefore,constantly improving the level of urban environment is the top priority of urban development.Although we have made a lot of efforts in urban environmental governance over the years,from the current situation of urban grass-roots governance,there are still difficulties such as the unclear division of responsibilities of grass-roots government departments and insufficient government management.Therefore,all localities are actively exploring innovative urban environmental governance mechanisms.Among them,Beijing first put forward the innovative practice of "street whistle blowing,department reporting",which provides a good idea for the construction of urban grass-roots holistic government and to meet the holistic social needs.This paper takes District H of B City as the research object,based on the theory of holistic governance and collaborative governance,and analyzes the current situation of the adjustment mechanism of "street whistle blowing and department reporting" in District H through the research methods of questionnaire survey and field interview.It is found that there are some practical problems in H district,such as unclear division of responsibilities of various departments,poor awareness of residents’ participation,low participation of social organizations and enterprises,and poor operation of information platform.And based on the above problems cause analysis.In order to combine theoretical research with case studies,this paper selects and draws on the cases of "street whistle blowing and department reporting" in Beijing,Shandong,Lanzhou and other provinces and cities,and proposes to improve the list of responsibilities,promote the normal and long-term management of responsibilities,strengthen publicity and guidance,enhance the enthusiasm of the masses to participate,build a communication platform,and build a multi-collaborative and win-win pattern.Targeted optimization suggestions such as promoting resource integration and realizing convenient and efficient information flow are expected to provide inspiration for the optimization of the adjustment mechanism of "street whistle blowing and department reporting" in B City.This paper has certain theoretical and practical significance for the analysis and research of the mediation mechanism of "street whistling and department reporting" in H District of B City.Based on the governance theory,the paper takes the theory of holistic governance and collaborative governance as the theoretical basis,and adds the mediation mechanism of "street whistling and department reporting" to the current urban environmental governance theory to supplement the explanation.To a certain extent,it has enriched the application scope of urban environmental governance theory.At the same time,the article starts from the actual situation of H district,clarifies the responsibilities of departments,strengthens publicity and guidance,and integrates resources of all parties,which not only optimizes the operation results of the "street whistle blowing,department reporting" adjustment mechanism,but also improves the work style of grass-roots cadres,making the urban environment and the work efficiency of relevant institutions effectively improved.It is also hoped that through the optimization of the "street whistle blowing,department reporting" adjustment mechanism in District H,it will provide certain practical value for other urban environmental governance,so as to better solve relevant problems.Of course,the research in this paper still needs to be improved.For example,the typical cases of urban environmental governance carried out by various functional departments under the mechanism of "street whistle blowing and department reporting" need to be further sorted out and collected,and the effectiveness of some mechanism optimization measures borrowed from other regions need to be further verified.
