| With the adjustment of economic structure and the acceleration of urbanization,a large number of laid-off,underemployed workers,idle rural laborers and migrant workers have flooded into cities and entered the ranks of mobile vendors,which lead in conflicts between urban governance and the survival of mobile street vendors.All of these result in uncivilized urban management,violent law enforcement,and violent street protests against violence.Frequent urban management and mobile vendors between the “cat and mouse game” make mobile street vendors governance into trouble.The 19 th Party Congress proposed to speed up reform of the ecological civilization system and build a modern socialist country,which is rich,strong,democratic,civilized,harmonious,and beautiful.To do this,we must create more material and spiritual wealth to meet the people’s growing for a better life and build a harmonious and beautiful social ecology to win the great victory of socialism with Chinese characteristics in a new era.Flow vendors as a product of the city’s comprehensive development,vendor management also be incorporated into an important part of city governance.It is the important aspect of building a beautiful society ecology,and its level of management is an important symbol of human progress and social civilization.It is based on this background that four typical areas in the vicinity of station B in the Yan’an city,around the school,in the center of the city,and in the park area were selected as the research object.Questionnaires of mobile vendors and residents of different ages in four areas were conducted.Empirical research methods such as field interviews with law enforcement squadron staff,combined with governance theory,incomplete information dynamic game theory,and public choice theory,from the composition and flow of mobile street vendors,the composition of street vendors,the legal basis of urban management law enforcement,and governance measures in terms of effects,the status quo of governance of mobile vendors in Area B of Yan’an City is analyzed.Based on the questionnaire survey and interview results,we summarized the main conflicts and conflicts in the management of street vendors in Area B of Yan’an City,the poor governance effects of repeated teaching and repeated public misconduct,and the public’s low recognition of urban management,and then the concept of heavy enforcement and light management led to the failure of governance.The reasons for the problems in their governance are analyzed in four aspects: the quality of their own and the lack of legal awareness,the legal basis for urban management enforcement,the lagging team construction,and the biased online media coverage.Based on the analysis of the status quo,existing problems and causes of governance in Area B of Yan’an City,and on the basis of learning from the experience of mobile street vendors at home and abroad,we propose to establish a mobile hawker autonomy management association in Area B of Yan’an City,improve the construction and enforcement of urban management teams,and strengthen mobility.The establishment and management of street vendors’ spread points,the construction of a multi-subject governance system,the strengthening of online media guidance and management in five areas will provide countermeasures and suggestions to promote the governance of street vendors in Area B of Yan’an City,and improve the level of urban governance. |
