Multi-ethnic is a feature in our country,and it is also a favorable factor in the development of our country.Since the 19th CPC National Congress,the Sense of community among the Chinese nation has become stronger.Ethnic groups have exchanged and integrated with each other,and the cause of ethnic unity has made steady progress in meeting challenges.With the rapid economic and social development and the continuous improvement of urbanization level in China,more and more ethnic minorities have entered the cities to seek development.Faced with differences in language,culture,food customs and other habits,how to carry out the governance of urban ethnic minorities has become a new problem faced by governments at all levels.Urban ethnic work has heavy responsibilities and arduous tasks,strengthening the management and service of urban ethnic minority population plays an important role in maintaining ethnic unity and promoting social harmony.This paper takes the lampblack pollution control case of Xinjiang barbecue restaurant in Q district as the research object,on the basis of field research,investigation and interview,Use the holistic governance theory to analyze the causes,resolution processes and governance effects of disputes involving ethnic minorities in the practice of urban management,build a three-axis,multi-ring,three-dimensional framework based on the holistic theory,and deeply explore different levels of government,different departments at the same level and The role of other social organizations and other involved subjects and stakeholders in dispute resolution,and then puts forward ideas and suggestions for improving the governance of urban ethnic minorities.The research of this paper is of great significance to make up for the deficiency of minority governance research in academia from the perspective of holistic governance and to promote the smooth development of regional urban ethnic work.
