The community is the most grassroots unit for the government to handle public services such as livelihood for the people,and its important position is gradually strengthening.Community workers are an important component of the community and the backbone of community construction and daily operations.Building a sound performance appraisal system for community staff can help better build community organizations,and is of great significance to the improvement of Community Governance capacity.On the basis of research on the theory and application of performance evaluation,the Balanced Scorecard,a performance tool,is applied to the optimization of the performance evaluation system for YL community workers in Xuzhou City.Provide an overview of the basic situation and current status of performance evaluation in YL community,and conduct research on the existing problems in performance evaluation in YL community.The problems include the formality of performance evaluation,single application of performance evaluation results,incomplete performance evaluation system,and insufficient personalization of performance evaluation.Through analysis,it is clear that the reasons for the problems lie in limited internal management level,ineffective integration of goals and performance evaluation system,and insufficient application of performance evaluation results.Based on the above research,a balanced scorecard is introduced to optimize and design the YL community assessment indicator system from the dimensions of community public image,service quality and efficiency,internal management,learning and development.At the same time,measures are proposed to improve the performance assessment of YL community workers by strengthening institutional guarantees and information technology support,increasing investment in coordinating various resource elements,optimizing evaluation and feedback applications,and improving the management quality and efficiency of YL community workers.
