Research Of Social Governance Of China’s Urban Grass-roots Government

Innovation is most significant to social governance of China’s Urban Grass-roots Government during the evolution of China reform and opens. In the past30years, the rapid growth of economy, the overall living standard is greatly improved. The pioneer cities running as Special Economic Zone is enjoying the benefits of economic development. However, the aggregation of social confrontation is also firstly revealed. A very practical management and measures were gradually established under Planned Economic System is not workable in new social norm. Civil Servants of Urban Grass-roots Government feel the work pressure and pile-up workload from Grass-roots society. It is very difficult to implement integrated governance through consolidation of various parties’power. From theoretical points of view, the core content of my writing is to analyze the practical problems of social governance encountered by current Urban Grass-roots Government, as well as the study of innovation issues.This paper is comprised of6parts. The first part is an introduction. This part expounds the causes and purport, research targets and core principle, literature research, research ideas,research methodology, innovation application and research limitation. The second part is to describe the basic theory of social governance research of Urban Grass-root Government. The third part is to discuss the status quo of social governance of Urban Grass-root Government. It is to examine the significant achievements, existing essential problems and their causes of social governance of our Urban Grass-roots Government. The fourth section is to introduce the development and their experience of social governance of Urban Grass-root Government in developed countries. The fifth section is empirical study which takes Luohu district of Shenzhen as a typical case to explore the major achievements, existing core problems, experience and enlightenment of social governance. In addition, this section introduces the useful exploration of social governance of Urban Grass-root Government in other citites in our country. The sixth part is the description of innovation direction of social governance of Urban Grass-roots government. The last part is the conclusion and prospect.With reference to the innovation issues of this thesis, we have not much time and respect to the study of social governance practices no matter from academic or practical points of view. Since we have been at the very beginning stage, we are lack of in-depth and all-around investigation and practices, so we have enough room to move on."Work on own will" is the norm of social government practices of grass-roots society. There is no systematic knowledge learning and model in line with our current socio-economic situation. Under this circumstance, the research even gives a little progress is considered as an innovation.In a nutshell, the innovation of this paper is mainly manifested in the following aspects:1. From research perspective, the existing research is mainly based on the high-level vision, and a macro perspective to explore the situation with fruitful outcomes which provides rich materials and information for my study. However research involving to social governance of Urban Grass-roots Government is still rare. On the platform of pioneer with adequate nutrients, and be established in the research perspective of social governance problems of Urban Grass-roots Government, we expect to obtain promising results from a green perspective. It should be regarded as an innovation research.2. In regard of study focus, the existing research of social governance pattern, system and mechanism is more than enough. In other words, from macro view, a lot of studies are put effort on pattern, system and mechanism issues. However, this paper is from micro level, Urban Grass-roots Government, and more focuses on social governance philosophy, technical means and systems. It is able to find out operative results.3. Proposed Urban Grass-roots Government should play two important roles in social governance:Firstly, urban Grass-root Government is one of the principal of social governance. From this point of view, it is same as others to implement the mission of social governance. Secondly, Urban Grass-root Government must be responsible for social governance of the entire grass-root society. From this view, it must adopt the right way to lead the work. It is same as individual has different roles in society and family. Different roles are obviously having different missions. In order to escape from generic talk, it should highlight "the leading role, but not acting on behalf’of the social governance of Urban Grass-root Government.4. Luohu is the pioneer district of reform and opens in Shenzhen or even the whole country. Many attempts and experience, as well as setbacks and difficulties are encountered in the forefront. In this sense, this paper is working on exploring Luohu as a typical example of social governance practices, threats, difficulties, outstanding problems and newly emerging issues of Urban Grass-roots Government. It should provide invaluable experience and lessons learned to upcoming district government to follow, to avoid detours, as well as improve efficiency.
