A Study On The Practice Of Dali Xizhou Township’s Diversified Dispute Resolution Led By Xi Jinping’s Important Discourse On Social Governance

In his report to the 20 th Party Congress,Xi Jinping emphasised the need to improve the system of social governance for common construction,governance and sharing,to enhance the effectiveness of social governance,and to promptly resolve conflicts and disputes at the grassroots level and in the bud.The Decision of the Central Committee of the Communist Party of China on Several Major Issues in Comprehensively Promoting the Rule of Law clearly identifies the diversified dispute resolution mechanism as the development goal of social governance in China.Xi Jinping’s important discourse on social governance inherits and develops the theoretical achievements of classical Marxist writers and Chinese Marxism on social governance,is strongly rooted in the excellent Chinese traditional culture and draws on and absorbs the theoretical experience of social governance in other countries,and is a major theoretical innovation on social governance at present,as well as a new achievement of Marxism in China.Xi Jinping’s important discussion on social governance provides theoretical guidance and practical guidance for building a diversified dispute resolution mechanism in the new era,which is of great significance for enhancing the effectiveness of grassroots governance.Under the theoretical guidance of Xi Jinping’s important discourse on social governance,Dali Xizhou Town has explored and innovated in the practice of dispute resolution,forming a diversified dispute resolution model with the building of the Party Committee as the leader,people’s mediation organisations as the first line of defence,industry-categorised mediation as the second line of defence,judicial professional dispute resolution as the third line of defence,and social forces participating in the resolution of disputes,and achieved remarkable results.Its governance experience has certain reference significance for other grassroots areas in building a diversified dispute resolution mechanism.In the first part,the paper discusses the content of Xi Jinping’s important discourse on social governance and its significance in guiding the diversified dispute resolution work at the grassroots level.In the second part,the theoretical approach is used to summarize the practice of pluralistic dispute resolution in Xizhou Town,using literature research and field survey methods as examples;in the third part,the effectiveness and experience of the practice of pluralistic dispute resolution in Xizhou Town are summarized;in the fourth part,the problems and causes of the practice of pluralistic dispute resolution in Xizhou Town under the new situation are analyzed;in the fifth part,an attempt is made to propose general improvement countermeasures for the problems of pluralistic dispute resolution practice.
