Study On The Enhancement Of Government Governance Capacity In The Context Of Hainan Free Trade Port Construction

Government governance is an important part of the national governance system and governance capacity.In the context of deepening reform and building a free trade port in Hainan,the development of government governance capacity should be aligned with the construction of a high-level and high-standard Hainan free trade port,so as to fully unleash the development potential of Hainan’s free trade port.Much attention has been paid to how to improve government governance capacity in the context of the construction of the Hainan Free Trade Port.With the construction of Hainan Free Trade Port as the background and government governance capacity as the research object,this paper uses literature research method,comparative research method,statistical analysis method and social investigation method to construct an analytical framework of government governance capacity of Hainan Free Trade Port by combining holistic governance theory,new public service theory and political development theory.The government governance capacity is divided into economic governance capacity,government administrative capacity,public service capacity,regulatory and law enforcement capacity and rule of law construction capacity.On the basis of this,the problems of government governance capacity in the context of the construction of the free trade port are identified based on relevant literature and field research in some cities and counties in Hainan Province.For example,local economic governance is not effective,policy fragmentation affects the implementation of policies,the expansion of government services affects the level of service,the regulatory and supervisory mechanisms are not sound,and laws and standards are not adapted to the actual situation.Drawing on the well-known free trade ports of Singapore,Dubai and Hong Kong,China,a pathway is proposed to improve the government’s governance capacity in the context of the construction of Hainan’s free trade port.Comprehensive research shows that: firstly,the study of the governmental governance capacity of Hainan’s free trade port should establish an analytical framework that meets the requirements of socialist development with Chinese characteristics and the actuality of Hainan’s free trade port.A sound government governance system that is compatible with the construction of the Free Trade Port should be established.Secondly,the study of government governance in the Free Trade Port should fully draw on the governance experiences as well as practices of well-known Free Trade Port.Thirdly,it should propose paths to enhance government governance capacity around the analytical framework in terms of resolving interest conflicts in interest relations,creating a liberal and liberal policy environment,improving the accuracy and service effectiveness of government services,improving the construction of government regulatory system,and establishing the rule of law concept of administration according to law.The innovation of this study is to propose the enhancement of government governance capacity from the background of building a free trade port in Hainan and the perspective of the development of the free trade port,which innovates theories related to government governance.Therefore,effective enhancement of government governance capacity in Hainan Free Trade Port is both a necessary stage in the current construction of the Free Trade Port and an important factor in implementing the modernization of the governance system and governance capacity and unleashing the potential of the development of the Free Trade Port.Research on government governance in Hainan’s free trade port needs to be further promoted to provide the ’Hainan experience’ for the modernization of the national governance system and governance capacity.
