Study On Legal Issues Of Developing Medical Service Trade In Hainan Free Trade Port

At the early stage of the reform and opening-up,China’s medical and health system was not yet perfect,and people’s demand for medical and health services was not high,which was limited to basic medical and health services.With the continuous improvemen t of China’s economic level,the quality of people’s life has been significantly improved,and people’s requirements for medical and health services are becoming higher and higher.However,the domestic medical service level is limited by various factors,and it is difficult to catch up with the level of developed countries in the short term.Therefore,we can solve the problems by introducing foreign advanced medical technology and medical talents,the uneven distribution of domestic medical resources and the scarcity of high-quality medical resources to improve the medical service level of our countryOn June 1,2020,the CPC Central Committee and the State Council issued the General Plan for the Construction of Hainan Free Trade Port,marking the upgrading of Hainan Free Trade Zone into a free trade port with more flexible policies and a higher degree of openness.How to adapt to the form of world economic development,take advantage of the construction of Hainan Free Trade Port to explore and develop China’s medical service trade industry and improve China’s medical service level,the first thing to solve is the establishment of foreign medical institutions in China,foreign medical service personnel licensing access and a series of legal system problems.Since the geographical location of Singapore is similar to Hainan Free Trade Port,both of them are suitable for the development of modern service industry including medical service trade.Choosing the medical service trade system of Singapore as a reference can better guide the development of medical service trade of Hainan Free Trade Port.Through literature analysis,trade in services based on the basic theory of international economic law,combining with the characteristics of medical service industry,from Singapore in the medical service trade part of the system,the advantages of the current medical services in China the development of legal system deficiencies,is put forward to free trade port in hainan as the forefront of China’s medical service trade development,Exploring the establishment of a legal system for trade in medical services that can adapt to the trend of world economic development and the actual needs of China’s medical service industry.Specifically,it includes that such as setting up flexible access policies for high-level foreign physicians in China,further broadening the scope of the professions of personnel permitted to enter China to engage in medical services,and simplifying the approval procedures for foreign-funded medical institutions.
