Study On Emergency Management Of Prison Emergencies

Prison is an important judicial organ in our country,which plays an important role in punishing crimes,educating criminal citizens and safeguarding people’s democracy.In the current complex social environment,prisons,as punishment enforcement agencies,may occasionally encounter relatively serious public health and security incidents.Once such incidents occur,they will not only bring a heavy blow to the prison order,but also greatly damage judicial credibility and cause adverse social impacts.Based on the actual work of prison management,this paper explores the construction of emergency management system for prison emergencies.Based on the elaboration of concepts related to prison emergency management and the 4R mode,five-stage theory and "RHED" theory of crisis management,and obtaining theoretical support,F prison in S Province is selected as the research object.In addition,concepts and theories are applied in the research on the research objects.Research materials are collected by sending questionnaires to prison practitioners,one-to-one unstructured interviews and other research methods,and the emergency management situation of F prison in S Province is studied by combining with public management theories.It found that the prison faced four problems,including incomplete legal system of emergency management,imperfect supporting measures of emergency management,imperfect emergency management organization and weak emergency management supervision,and aimed at the existing problems and causes of emergency management of F prison in S province.The relevant countermeasures and suggestions are put forward from four aspects: perfecting the legal system of prison emergency management,perfecting the supporting measures of prison emergency management,perfecting the prison emergency management organization and perfecting the prison emergency management supervision system.F Prison in S province mainly houses male heavy criminals,which is representative of general prisons in China to some extent.Selecting F prison in S province as the research object and conducting in-depth analysis with the application of public management theory is conducive to taking points with aspects and providing certain reference for the construction of the emergency management mode of prisons in China,as well as improving the special research on emergency management and enriching theoretical achievements.
