| Prison emergency management works concerns the long-term stability of society.It is not only a serious public security issue,but also a sensitive political issue.The Party Central Committee and the State Council have clear legal standards and political requirements in our country prison emergency management works.It always emphasizes that the prison emergency management works are authentic significant and must pay more attention all the time.However,it is a practical and theoretical work that requires the various parallel departments and subordinate departments to cooperate with a common effort.There have been numerous unexpected incidents such as group fighting,personnel escape,fire accidents,disturbances caused by foreign personnel rushing to supervise and ‘Three prevention incidents’,and so on according to the investigation of Shanghai prison.These vicious incidents also put forward new requirements for prison management.To sum up,only through reform and innovation and further improvement of the prison laws,mechanisms and organizations which deal with all kinds of emergencies can we authenticly prevent and control crises,safeguard the legitimate rights and interests of prisoners.In addition,it not only ensured social security,but also safeguarded social fairness and justice,which reflects the essential task of being responsible to the people.Emergency response ability of prison emergency management works was an extremely significant part of prison security work.However,Shanghai prisons was slightly fell behind.To a large extent,it extraordinarily was focus on ‘After’.Responses were reported after disposal,professionals were informed after the incident,police officers were issued after collaboration,and situation assessment was summarized after the incident and so on.Prisons broke out the unexpected incidents,which once were uncontrollable.They were extraordinarily destructive to the social environment,and were sudden and difficult to detect,which made the prisons later development particularly strong.Under this background,the thesis was based on relevant laws and regulations.It combined with literature review,work experience summary and work practice research on the basis of public management,prison science,public crisis management and other theories,which conducted a comprehensive research on prison emergency management works.It realizes the problems and further improves the prison emergency management works which with the integration of system,responsibility and supervision.The thesis firstly though summarizing the current situation of prison emergency management in China on the structure,the author analysed the existing problems and causes.This thesis quotes management theory to analyze the current situation of emergency management in Shanghai T prison from the aspects of work management,resource allocation management,system management,and so on,then from the prison management work to combined the past lessons from prison system accidents,formulated an interview plan,summarized and combed the current situation and existing problems of Shanghai T prison management and controlled in response of emergency incidents from the perspective of prison management.Through comparative analysis at diverse stages,this thesis researched how to improve the corresponding emergency management system,and put forward suggestions on improving the management of Shanghai prison emergency management from the aspects of excellent system construction,organizational structure,working mechanism construction and information construction. |
