Research On Grid-based Grass-roots Emergency Management

Disasters and accidents are highly uncertain and destructive.Emergency rescue mostly happen in grass-roots unit,and it is also the frontline of public emergency rescue.But it is a widespread phenomena that grass-roots emergency management is the weakest link of national emergency system.There are many problems and conflicts between wishes and results.Grid governance has become the main approach to explore the current grass-roots social management innovation at present.So,to make the enterprises,social organizations and the public to actively participate in emergency management by grid governance,and make it be complementary to the government in resources,capabilities and other advantages during emergency management and emergency rescue,has become an important task for current emergency management.This paper have made investigation and analysis of the current situation of grid-based grass-roots emergency management in FC,Jiangxi province.And summarize the universal problems in our country through it.Then try to find a united working mechanism of emergency management and grid governance.Firstly,this paper start from the main business of emergency management,building the grass-roots emergency management theoretical framework through learning the theories of production safety supervision and management and theories of disaster prevention,mitigation and relief.Secondly,using the date and information getting from the department and investigation in FC,summarize the current situation of grass-roots emergency management after institutional reform and grid governance during the ten years in FC,including: emergency management division of labour in villages and towns,and how many people do the job;the application situation of comprehensive disaster deduce demonstration community;the disaster information team construction situation and it’s effective;the material reserve situation in country and village;the quality of the grid worker and their working condition;the community emergency volunteer crops construction situation,and so on.Then,analyse the problems and shortcomings of grid-based grass-roots emergency management,including: the grass-roots emergency management division of labour is not clearly,and it’s a widespread phenomena that the grass-roots workers bear more than two kinds of work at the same time;the grass-roots material reserve is serious shortage,it’s hard to meet the emergency need;the quality of the grid worker is good and bad intermingled,and they work inefficient;the community emergency volunteer crops are disorganized and,to some extent,some are in name but not in reality,so it obviously not motivate the residents to take part in the emergency management;the grass-roots emergency management training is unsatisfactory,the training methods are simplistic and the resources are outdated.Finally,giving the suggestions,including: making the top level design of emergency management,optimizing it’s system and institution;making the work rights and responsibilities of department,community and grid;improving the overall quality of grid worker and promoting their work efficiency and quality;increasing financial input,building material reserve depot;enlarging the number of grid workers and make them stabilized;optimizing the education and training methods and resources,and so on.These are the solid foundation for promoting the hard and soft power of emergency management all around.The research of this paper is exploratory,presenting some new ideas proved its feasibility,such as unify the grass-roots emergency management organization name and standardized management,to change the situation of ignoring emergency management at the village in the past;implement the exit mechanism,clear the unqualified persons out of the community emergency volunteer crops,retain the crack ones and then absorb volunteers in high standards and strict demands.Looking forward to make a little contribution to the development of grid-based grass-roots emergency management in our country.
