Research On The Dilemma Of Public Participation In Grassroots Social Governance And Its Solution

With the in-depth advancement of the modernization of national governance,the focus of social governance continues to shift,grassroots social governance has become an important focus of the Party and the state to carry out social management innovation,and public participation in grassroots social governance has become an important starting point for promoting the innovation of grassroots social governance system and optimizing the social governance structure in the new era.Public participation is an inevitable requirement for the development of democratic politics in our country and an important guarantee for safeguarding the fundamental interests of the people and enhancing the country’s political civilization.The report of the 20 th National Congress of the Communist Party of China proposed to improve the social governance system,improve the social governance system of joint construction,co-governance and sharing,improve the efficiency of social governance,smooth and standardize the channels for the expression of mass appeals,the coordination of interests,and the protection of rights and interests,and build a social governance community that everyone has responsibilities,everyone fulfills responsibilities,and everyone enjoys.However,for various reasons,public participation is not fully reflected in grassroots social governance.This paper uses public choice theory,polycentric governance theory and reinforcement theory,as well as literature research,questionnaire survey method and interview survey method to investigate the public participation in grassroots social governance in W City X community,and the results are statistically analyzed and analyzed.The results show that the public’s participation in grassroots social governance has a positive side,but there are also some shortcomings,including: the public’s lack of awareness of participation in public affairs;weak presence of social organizations;High dependence on neighborhood committees;There are deficiencies in institutional support and organizational guarantees.This paper analyzes the causes of the problem from the three levels of public,society,party and government,mainly including: weak public awareness of social responsibility and low degree of public participation;inadequate media publicity and insufficient capacity of social organizations;Inadequate organizational support,unsmooth operation mechanism and inadequate institutional support;On this basis,the main countermeasures to promote the active participation of the public in grassroots social governance are proposed,including strengthening the leadership of the Party;Optimize the social environment;Promote spontaneous and efficient public participation.
