In the context of rural revitalisation,comprehensively promoting the system of the village party secretary’s "one shoulder multi-task" is an important measure to thoroughly implement the spirit of the 19 th National Congress of the Party and promote stronger Party leadership at the grassroots level,an important means to strengthen the Party’s leadership of rural areas in the new era and promote strict governance of the Party to a deeper extent,as well as an important guarantee for the modernisation of agriculture and rural areas.Since 2018,the policy of the village party secretary’s "one shoulder multi-task" has gradually moved from advocacy to compulsory,with the 2018 Central Government No.1 document proposing to "promote the election of village party secretaries as village committee chairmen".In August,the Regulations on Rural Work of the Communist Party of China stipulated that "the secretary of the village party organization shall serve as the head of the villagers’ committee and the head of the village collective economic organization and cooperative economic organization through legal procedures".In addition,the central government has also issued documents on the full implementation of the "one shoulder multi-task" policy,such as the Regulations on the Work of the Communist Party of China’s Rural Grassroots Organizations and the Opinions on Establishing a Sound Institutional Mechanism and Policy System for Integrated Urban-Rural Development.According to data from the Ministry of Civil Affairs in November,26provinces(autonomous regions and municipalities),including Beijing,completed the renewal of village party organizations and village-level autonomous organizations,with most rural villages have achieved the village party secretary’s "one shoulder multi-task".For example,in Zhejiang,in accordance with the goal of "five good and two secure",the province’s "one shoulder" rate increased from 12.23% to 98.43%;Hunan implemented a "three-tier package" system,with village(community)party organization secretaries and village(residence)secretaries Hunan implemented the "three-tier linkage" system,and the ratio of "one shoulder multi-task" for the secretary of the party organization and the head of the village(community)committee was nearly 96%;Sichuan insisted on "four in the first,four in place",and the ratio of "one shoulder multi-task" in the province reached97.5%.In Guangxi,the proportion of party organization secretaries and village(residence)committee chairpersons who are "one shoulder multi-task" has reached 99.6% through local selection,foreign attraction and assignment from above.However,in the process of implementing the "one shoulder multi-task" policy,some problems have emerged,such as the low proportion of "one shoulder multi-task" village party secretaries due to the lagging construction of village-level party members,the climax of letters and petitions in the middle and late stages of the general election due to policy tensions,and the supervision problems caused by the one-dimensional power of the village-level organisation.The problem of supervision caused by a single power of the village organization needs to be solved.This paper will take the policy ofthe village party secretary’s "one shoulder multi-task" as the object,take the process of the general election in District A as the research sample,use the literature analysis method and case study method,etc.to summarise the policy advantages and development difficulties of "one shoulder" for the secretary of the village party organisation,so as to draw conclusions on the implementation of the policy of "one shoulder multi-task" for the secretary of the village party organisation.The study uses literature analysis and case studies to summarise the advantages and difficulties of the "one shoulder multi-task" policy for village party secretaries,so as to identify ways to implement the "one-shoulder" policy and maximise its effectiveness. |
