Study On The Withdrawal And New Village Governance Under The Adjustment Of Administrative Village Scale

Our administrative villages have the characteristics of uneven distribution,different scale,large number,weak development and poor foundation.The unbalanced distribution and development of villages restricts the effective utilization of rural resources,the rational planning of industrial distribution,the further and healthy development of rural areas。Therefore,in order to realize the sustainability of rural development,the withdrawal of administrative villages is a key link to realize rural development.It can concentrate human,financial,resources and other factors,optimize the allocation of population,land,capital,resources and other resources,and then expand the village collective economic development space,improve the level of grassroots governance and basic co-construction and sharing.At the same time,continuous innovation in rural governance can effectively promote the transformation and development of rural society and realize comprehensive rural revitalization.Under the background of the implementation of the Rural revitalization strategy,Shanxi Province issued the Guiding Opinions on Strengthening the Merger of Administrative Villages(Jinminfa [2019] No.79)in 2019,which requires that administrative villages with a registered population of less than200 in principle should be merged,and strive to merge multiple existing administrative villages into a new organized village.Solve the problems of high administrative costs,low administrative efficiency and hindered village development caused by the large number and small scale of villages.In this context,many areas in Shanxi Province have carried out the work of administrative village withdrawal and consolidation,but there are many "easy and difficult" problems in the specific practice,such as the merged village mainly due to the policy promotion and the lack of involuntary endogenous,the "go or stay" of village cadres is difficult to choose,the trust gap between villagers,the development is not synchronized,the fund integration difficulties and other problems.Therefore,it is urgent to strengthen the research on divestment and new village governance.Based on this,this paper takes a typical new village P as a case,and through field research,grasps the specific measures and achievements after the withdrawal of village P,and then comprehensively summarizes the process of the formation of the withdrawal of village P and the existing governance dilemma of "easy and difficult to merge village,difficult to select cadres,weakened organizational function,blocked policy implementation,and difficult to clarify assets" after the formation.Finally,from the perspective of the guidance of party construction,this paper tries to explore the countermeasures and suggestions to solve the dilemma of divestment and new village governance.To realize resource integration and strengthen collective economy by organization enabling;To strengthen the organizational service to promote the active integration of villages;To organize and advocate to promote the transformation of customs and customs to achieve village governance,trying to provide experience and inspiration for the current merged village governance.
