Research On The "One Shoulder" System Of The Secretary Of Rural Village Party Organization

Comprehensively promoting the village party organization secretary "shoulder to shoulder" is an important system design proposed by the CPC for rural grass-roots governance to promote the rural revitalization strategy.Its purpose is to ensure that the rural economic and social development should be conducive to the fundamental interests and long-term interests of farmers,and take care of the realization of the immediate interests of farmers,so as to provide a strong political guarantee and organizational guarantee for rural revitalization and rural governance.Since 2002,when the central government issued the "shoulder to shoulder" reform document,the system has been gradually piloted throughout the country.In view of the increasingly mature "shoulder to shoulder" system and its role in rural revitalization in China,since the 19 th National Congress,the Party and the State have further proposed to vigorously promote the innovative system design of "shoulder to shoulder" for village party organization secretaries.The No.1 central document of the Central Committee of the CPC in 2022 continues to emphasize the need to give full play to the leadership role of rural grass-roots party organizations,and proposes to do a solid and orderly job in rural development,rural construction and rural governance,so as to promote new progress in rural revitalization.Based on the theory of institutional change,guided by the theory of consultative democracy with Chinese characteristics and the theory of the Party’s mass line,this paper examines the development process of the "shoulder to shoulder" system from the head of the village "two committees" to the village party organization secretary,and believes that this system has its theoretical and practical logic of promotion and development;Realizing rural revitalization in the new era has put forward realistic requirements for the effective implementation of the "shoulder to shoulder" system of village party organization secretaries in terms of political leadership,overall development and effective governance.Taking S Township in Hebei Province as an example,this paper examines the implementation of the "shoulder to shoulder" system for village party organization secretaries.It is believed that although the implementation of this system has greatly improved the village level governance,there are still some problems,such as policy implementation deviation caused by the environment,incomplete selection procedures for village party organization secretaries,the trend of administrative work,and the easy formation of "one word".The reason for these problems is not the system itself,It is caused by the lack of smooth connection between the "shoulder to shoulder" system and the original system,insufficient support of human resources,imperfect work evaluation mechanism,weak supervision and other reasons in the implementation of the system.Based on the above analysis,this paper puts forward the countermeasures to optimize the "shoulder to shoulder" system of village party organization secretaries from the aspects of creating the system implementation environment,ensuring the orderly connection of system supply under path dependence,giving play to the advantages of grass-roots consultative democracy,and improving the supervision mechanism.
