Research On Policy Environment Information Access And Farmers’ Main Role In Rural Revitalization

After the successful completion of the poverty alleviation campaign,the solid and orderly implementation of the rural revitalization strategy has become a long-term key task in the fields of agriculture,rural areas and farmers.Farmers are the masters of vast rural areas,but also the main force of rural revitalization.Only by truly activating the internal vitality of farmers can rural revitalization be realized smoothly.Therefore,adhering to the basic principle of farmers’ dominant position and giving full play to the dominant role and initiative of hundreds of millions of farmers is the key to consolidating the basic and strengthening the foundation of rural revitalization.In recent years,although our country rural area in the rural revitalization has made great progress,but the farmer main role applied to the concrete practice operation is still gap with the theory,or some villages exist farmers’ enthusiasm is not high,the autonomy is not strong,the degree of organization is weak phenomenon,these to a certain extent,hinder the steady development of rural revitalization.Based on this,this study starts from the perspective of farmers’ subject,closely follows the issue of how farmers’ subject role plays under the background of rural revitalization,and takes the subject thought of farmers,system theory,information asymmetry theory and empowerment theory of Chinese Marxism as the theoretical basis of the study.This paper fully combines the research results at home and abroad,and analyzes344 questionnaires from 15 administrative villages in 9 townships(towns)of 6 counties(cities)in Jiangxi Province through field research and field investigation,to explore the influence mechanism of policy environment and information acquisition on the main role of farmers.SPASS software is used to carry out logistic regression,and the important factors affecting the main role of farmers are found by empirical analysis and summarized,so as to provide countermeasures for the formulation of incentive policies for the main role of farmers.In terms of policy environment,whether the village has industrial support policies,and whether farmers can directly contact the village cadres to express their demands for village affairs;The satisfaction and recognition of farmers to the management of rural environmental health,the effectiveness of public projects and the disclosure of fund accounts are the significant factors affecting the main role of farmers.At the level of information acquisition,whether farmers participate in the communication and study of rural construction organized by the village,whether there are village cadres at home,the difficulty of obtaining rural construction information and the difficulty of obtaining bank loans are significant factors that play the main role of farmers.In terms of individual characteristics of farmers,age,gender,education level and main source of income are important factors that affect the main role of farmers.Based on the research conclusions and the historical background of rural revitalization,precise countermeasures and suggestions are proposed according to the main influencing factors as follows.The first is to improve and optimize the policy environment with the emphasis on empowering farmers.Second: to focus on rural revitalization identity as the orientation of information acquisition supply-side innovation.Third: to promote the comprehensive quality of individual farmers by humanistic care.
